REQUEST FOR PROPOSAL (RFP) <br />1. INTRODUCTION <br />The City of Santa Ana is requesting proposals from the City's pre-qualified environmental consulting <br />firms for preparation of alight impact study for the improvement of the athletic field at Willard <br />Intermediate School located at 1342 North Ross Street, Santa Ana, CA 92706. The scope of work <br />may include any and all work efforts related to analysis of a proposed project for compliance with <br />CEQA and/or NEPA (if required). This may include preparation of required technical studies, peer <br />review of technical studies prepared by others, on-call consulting on as needed basis, preparation of <br />Initial Studies, Negative Declarations, Mitigated Negative Declarations, Environmental Impact <br />Reports, Environmental Assessments, and Environmental Impact Statements. <br />II. PROJECT DESCRIPTION <br />In November 201 O, the City of Santa Ana and the Santa Ana Unified School District were awarded a $4.4 <br />million grant from the State of California (Proposition 84) to improve the athletic field at Willard <br />Intermediate School for the purpose of providing a public park. The new park will be a joint-use <br />recreational facility to be of use for Willard students during school hours and then open to the community <br />for their use after school, on weekends, and during the summer, winter, and spring school breaks. The <br />improvements include the installation of a synthetic turf sports field, tarton running track, sports lighting, a <br />restroom building, tot lot (play equipment area), three basketball courts, and decorative fencing. It has <br />been determined that a Negative Declaration will be required to meet the requirements of the California <br />Environmental Quality Act (CEQA). This Request for Proposal is for a technical light study as part of the <br />in-house prepared Negative Declaration. <br />III. General Information <br />The term of the consultant will begin when the proposal is approved by the Executive Director of the <br />City of Santa Ana Planning & Building Agency, <br />A. When appropriate, the City will furnish information in its possession relevant to preparation of the <br />environmental documentation, including the General Plan and Zoning information. <br />B. The Consultant shall be responsible for retaining data, records and documentation for the <br />preparation of the environmental documents. These materials shall be made available to the City <br />upon acceptance of the final draft text or at any earlier time at the request of the City. <br />C. In an effort to promote the hiring and utilization of local businesses/merchants, when selecting a <br />consultant to perform the tasks identified in the following sections, local companies shall be given <br />preference, quality and prices being equal. <br />D. This RFP does not commit the City to pay costs incurred in preparation of a response. The City <br />reserves the right to accept or reject the combined or separate components of this proposal in part <br />or in its entirety. <br />2 <br />19F-6
