WORK STUDY SESSION <br />D. MID-YEAR OBJECTIVES REVIEW <br />Maya DeRosa, Senior Planner, presented an update of the objectives <br />1. Add approximately 750 new properties to the Santa Ana Register of Historic <br />Properties <br />• To date, 22 new properties have been added to the Register. <br />• Due to noticing requirements, the monthly categorizations have been reduced <br />by 65% from the previous year. <br />• It is anticipated that a total of 78 new structures will be added to the register <br />during this fiscal year. <br />2. Secure funding as a Certified Local Government to prepare a Historic <br />Preservation Element <br />Staff has contacted the State about available grahts. Deadline for submittals is <br />May 2003. If awarded the grant, funding would be provided after a draft <br />element is prepared. <br />Staff is currently researching cities that have adopted a Preservation Element. <br />A draft request for proposal will be circulated to qualified consultants. <br />3. Complete Phase II of implementation of the Cultural Heritage Program <br />(additional chapters beyond Downtown and French Park) <br />• Prior to completion of this objective, the priority is to complete Phase I of the <br />marker program. Phase I includes preparing draft marker text for all 217 <br />properties on Register, selecting a vendor for the production of the plaques, <br />and coordinating installation. <br />• This objective is pending completion of Phase I of the marker program <br />• It is anticipated that Phase I will not be complete until June 2003; work on <br />Phase II will begin at that time. <br />' 4. Update City's Historic Resources Map and make available on the City's <br />website <br />• Map is being populated with additional properties to reflect the updated <br />Register. Revised version to be completed by February 2003. <br />5. Develop a program for Commissioner and staff training on historic <br />preservation <br />• City of Santa Ana will be co-sponsoring with the American Planning <br />Association a Nuts & Bolts Workshop on February 18, 2003 for historic <br />preservation training. <br />• Topics to include: application of the Secretary of Interior's Standards for <br />exterior modifications; applying the State historic Building Code; understanding <br />tax credits and how to successfully obtain them. <br />6. Identification of standards for historically sensitive areas <br />• Standards will be tiered from draft Design and Development Standards being <br />created by consultant RBF. Surveys completed for Eastside and Wilshire <br />Square to determine contributing and non-contributing structures. <br />• Next areas to be surveyed include Washington Square, Floral Park and Park <br />Santiago. <br />' COMMENTS <br />4.
