WORK STUDY SESSION <br />C. PHILLIPS-HUTTON BUILDING RENOVATION <br />John Reekstin, Executive Director, Community Development Agency, provided a <br />brief history of the building and the preliminary plans. He emphasized the <br />importance of the building to the Downtown area and outlined the interior <br />rehabilitation that has been done to date. Roger Torrierro, developer, outlined <br />previous Santa Ana projects and discussed prior renovations that had been done <br />to the building. <br />Mr. Torrierro advised that the goal is to renovate the building to look the way it <br />had in 1925 but they have not been able to located an accurate picture. Plans <br />for maintaining the historical integrity of the building and potential owners/ <br />tenants were discussed. <br />Ron Nestor, Nestor and Gafney Architects, discussed the architectural plans and <br />goals for the building. Window treatments, the storefront, exterior material, and <br />potential openings on Broadway were outlined. <br />Discussion ensued regarding the advantages, disadvantages, and requirements <br />of having the project reviewed by the State Historic Preservation Office (SHPO). <br />Assistant City Attorney Ben Kaufriian advised that the CEQA process must be <br />completed before the project can proceed. The potential impact of Santa Ana's <br />designation as a Certified Local Government was discussed. Mr. Torrierro <br />asked the Commission if they ~NOUId consider forming an advisory committee for <br />the project to provide input in the near future. <br />D. FEASIBILITY OF LOGAN HISTORIC DISTRICT <br />Maya DeRosa, Senior Planner, outlined the evaluation criteria that had been <br />utilized and provided the geographical boundaries of the area. Background of <br />the area and visual survey were provided. Discussion held on the properties in <br />the area that have been categorized on the Historic Register. The results of the <br />survey indicated that the area does not meet the criteria for designation as a <br />historic district and focus shcsuld be placed on identifying specific structures for <br />inclusion on the Historic Register in lieu of district creation. Additionally it was <br />recommended that the Commission should also focus on identifying historically <br />sensitive areas within Washington Square, Wilshire Square, Floral Park, and <br />Eastside. It was the consensus of the Commission to concur with the <br />recommendation of staff. <br />E.
