REVISED <br />PUBLISHED !N THE REGISTER: December 21, 2001 <br />PUBLICLY NOTICED: December Y1, 2001 <br />RECOMMENDATION: <br />Receive public comment and discuss the request to demolish the historical <br />structures located at 1007-1009, 1015, and 1109 North Broadway. <br /> <br />1 <br />Charles View, Planning Manager, provided the staff report and outlined the <br />Environmental Impact Review (EIR) process. He advised the Commission that the EIR <br />would be released later this month. Outreach efforts regarding the potential relocation of <br />the buildings were described. Relocation sites were identified and cost information <br />provided. <br />Mr. Michael Harrah, Caribou Industries, provided background information of his <br />company. He discussed other buildings that they have purchased and the rehabilitation <br />that was done. <br />Madam Chair Kings opened the public hearing. <br />Louise Pass, Historic French Park, spoke in opposition of demolition or relocation until <br />after City Council has considered the project. <br />Debbie McEwen, Historic French Park, spoke in opposition of demolition or relocation <br />until after City Council has considered the project. <br />Glen Stroud, Santa Ana resident, spoke in opposition of demolition or relocation until <br />after City Council has considered the project. <br />Ben Grabiel, Santa Ana resident, spoke in support of a requirement for the developer to <br />pay for relocation and rehabilitation of the buildings. <br />Roberta Reed, Santa Ana resident, spoke in opposition of demolition or relocation until <br />after EIR has been completed and reviewed. <br />Tim Rush, Santa Ana Historical Preservation Society, spoke in opposition of demolition <br />or relocation of the buildings and stated that they should have been subject to code <br />enforcement action. <br />Nathan Reed, Santa Ana Historical Preservation Society, spoke in opposition of <br />demolition or relocation of the buildings and suggested that the Historic Building Code <br />be used to evaluate the condition of the buildings, <br />Vivian Martinez, Delhi Neighborhood Association, spoke in opposition of demolition or <br />relocation of the buildings due to the importance of retaining historic sites. <br />Alison Young, Santa Ana Historical Preservation Society, spoke in opposition of <br />demolition or relocation of the buildings and stated that they should have been subject to <br />code enforcement action. She also stated that the project should be subject to the <br />guidelines included in the Midtown Specific Plan. <br />r <br />Commissioner Bustamante asked why Mr. Harrah had chosen this specific site and Mr. <br />Harrah responded that it was because of its central location and because Santa Ana is <br />the county seat. <br />Commissioner Corpin requested that materials provided by the developer be forwarded <br />prior to the meeting. Potential traffic issues within the project area were discussed. <br />Commissioner Giles expressed concern regarding demolition prior to project approval. <br />He also stated that the Final Historic Resources Technical and Feasibility Report that <br />HISTORIC RESOURCES COMMISSION MINUTES 4 JANUARY 3, 2002 <br />Commissioner Richardson suggested that the public hearing be continued to February 7, <br />2002 to allow for a review of the EIR. <br />
