HISTORIC RESOURCES COMMISSION APPLICATION NO. 2001-20 AND HISTORIC <br />REGISTER CATEGORIZATION NO.2001-21 <br />Filed by the City of Santa Ana to place and categorize a structure located at 600 North <br />Main Street as Key (First Presbyterian Church) on the Santa Ana Register of Historical <br />Properties. <br /> <br />PUBLISHED IN THE REGISTER: April 23, 2001 <br />PUBLICLY NOTICED: April 23, 2001 <br />RECOMMENDATION: <br />Adopt a resolution approving Historic Resources Commission Application No. <br />2001-20. <br />Adopt a resolution approving Historic Register Categorization No. 2001-21. <br />Irma Hernandez, Assistant Planner, presented the staff report and recommendation. <br />Madame Chair Kings opened the public hearing at 5:55 p.m. and noted receipt of written <br />communication from the First Presbyterian Church requesting not to be placed on the <br />register. <br />Mr. Roger Coulter of the First Presbyterian Church requested a no vote and referred to a <br />ruling from both the U.S. Supreme Court and California Supreme Court that religious <br />organizations are exempt from preservation lists. <br />Madame Chair Kings closed the public hearing at 5:58 p.m. <br />Commissioner Giles offered a motion that the structure be eligible for listing on the <br />Register Categorization Key and should circumvent in the future to recognize with that <br />categorization. <br />Commissioner Giles commented he would like to recognize the structure is eligible for <br />categorization and does not believe it is a conflict with the court's ruling. <br />Mr. Chris Norman agreed but noted the ruling to be constitutional, adding when a church <br />objects to being placed on a preservation list, we have to abide by their wishes. <br />Commissioner Richardson suggested the matter be continued to the next meeting to <br />gain a full understanding of the ruling. <br />Commissioner Giles withdrew his motion. <br />HISTORIC RESOURCES COMMISSION MINUTES 5 MAY 3, 2001 <br />
