Receive and file the Categorical Exemption for <br />2. Adopt a resolution approving Historical Resources <br />Mr. Sergio Klotz, Community Development, presented the <br />Cribb <br />and Giles <br />Works stmcture on the Santa Ana <br />e Street. <br />Review No. 99-1b3. <br />Application No. 99-04. <br />report and recommendation. <br />Ms. Dianne Saevedro, representing the Charles Company, t~te property owner was opposed to <br />placing the property on the Register and she expressed conc rns regarding receival of adequate <br />notice from staff of the hearing. In addition, she expresse concern that the placement of the <br />property on the Register would not allow the development of the property as planned. <br />' Mr. Marvin Jarman, Realtor, stated that he was opposed to taff's recommendation and that he <br />believed the property owner was trying to acquire pazcels t develop additional tenants at the <br />site. In addition, he stated that he and the property owner ould be willing to work with staff <br />on development designs. <br />Mr. Paul Cullen, attorney representing the property owne ,expressed concern regazding the <br />lack of adequate noticing to the property owner and of allowing the property owner <br />appropriate time to research the matter. In addition, he requested a postponement in the <br />Commission action on the Historical Resources Commission pplication No. 99-04. <br />Commissioner Giles questioned staff on the intent of placing the property on the Register. Mr. <br />Charles View, Downtown Development Manager, stated at staff was trying to protect the <br />historical structure and staffs recommendation was not ag inst the tenant; the Commission's <br />action would not impact the use, however, if the owner o the property wanted to alter the <br />stmcture, the future modifications would require Comtnissio review and approval. <br />Ms. Dianne Saevedro emphasized her concerns regarding gown Act violations due to only <br />receiving notice of the project and action within 72 hours, th~t she would like the opportunity to <br />work with the City regarding the development of the site, anal the Commission's action to place <br />the property on the Register would greatly effect the econom#c viability of the site. <br />Madam Chair Kings questioned staff regazding the notice tven to the property owner of the <br />hearing. Staff stated that they believed the noticing was le~al and they were comfortable with <br />' the noticing provided to the property owner.
