redevelopment plan also indentities the land uses and development standards to be <br />implemented in the project area, which must be consistent with the General Plan. A required <br />element of the redevelopment plan is a mandate to conserve, improve, and develop affordable <br />housing. <br />The following is a list of some of the tools available to Redevelopment Agencies for revitalizing <br />and redeveloping project areas: <br />• Buy land. (Sections 33391 & 33430). <br />• Buy improvements. For example, buy and demolish the building and let the owner <br />rebuild on the land. Agency absorbs the value of the building and cost of demolition <br />(Sections 33391 & 33430). <br />• Relocate a tenant including buying out a lease, if the space is to be substantially <br />rehabilitated. The Agency cannot relocate a tenant for the purpose of moving a more <br />desirable tenant into the same space if it is unchanged (Section 33394). <br />• Pay for curbs, sidewalks and street improvements (Section 33445). <br />• Make rehabilitation loans to either owners or tenants for commercial buildings or <br />structures (Section 33444.5). <br />• Assist with the financing of facilities or capital equipment for the development or <br />rehabilitation of property that will be used for industrial or manufacturing purposes <br />(Section 33444.6). <br />• Pay for a publicly-owned parking structure (Section 33445). <br />• Lease land for public use such as a parking lot (Section 33430). <br />• Remedy hazardous substances (Section 33459.1). <br />• Pay for on-going services to attract businesses to an area such as marketing (Section <br />33678). However, agencies cannot pay for ongoing governmental services such as <br />police services. <br />To the extent the following activities result in the provision or preservation of low and <br />moderate income housing units, Section 33334.2(e) authorizes the Agency to exercise any of its <br />powers: <br />• Acquire real property or building sites; <br />• Improve real property or building sites; <br />• Donate real property to private or public persons or entities; <br />• Acquire, construct and or rehabilitate buildings or structures; <br />• Provide subsidies to or for the benefit of very-low, low or moderate income households <br />(Section 33334.15); <br />• Develop plans, pay principal and interest on bonds, loans, advances or other <br />indebtedness, or pay financing or carrying charges; <br />• Maintain the community's supply of mobile homes; <br />• Preserve the availability of lower income units in housing developments which are <br />assisted or subsidized by public entities and which are threatened with imminent <br />conversion to market rates; and <br />• Satisfy replacement housing requirements (Section 33334.2(f)). <br />Santa A, mmunity Redevelopment Agency Imp tior P n July 1, 203 ', June 30, 2015 <br />For the ,d Santa Ana Redevelopment Projelffl§-l U Page 6
