1. INTRODUCTION <br />The following document is the five-year Implementation Plan for the Community <br />Redevelopment Agency of the City of Santa Ana's Merged Project Area. It covers the fiscal year <br />period beginning on July 1, 2010 and ending on June 30, 2015. It is designed and intended to <br />meet all requirements as established by Assembly Bill 1290, and to provide city residents and <br />other stakeholders with critical information regarding the Agency's future plans. <br />This Implementation Plan is a policy statement rather than an unalterable course of action. It <br />has been prepared to set priorities for redevelopment activities within the Merged Project Area <br />for the five-year period covered by the Implementation Plan and incorporates currently known <br />financial constraints of the Agency in developing a program of activities to accomplish <br />revitalization efforts for the Merged Project Area. New issues and opportunities may be <br />encountered during the course of administering redevelopment within the Merged Project Area <br />during the five-year period. Therefore, this Implementation Plan may be amended, if <br />necessary, to effectuate its purposes. <br />BACKGROUND <br />Redevelopment is a tool created by state law to assist local governments in the long-term <br />planning and improvement of areas where the private sector acting alone or with government <br />action other than redevelopment has been unable to correct the deterioration and <br />underutilization of an area. The physical and economic conditions that result in the <br />deterioration and underutilization that qualify an area for inclusion in a redevelopment project <br />area are defined as blighting conditions (see Appendix B for glossary terms). Through <br />redevelopment, local governments can improve areas and eliminate blight by assisting the <br />private sector in the development and reconstruction of residential, commercial and industrial <br />uses, and providing needed infrastructure and community facility improvements. Through <br />these efforts, redevelopment can assist in creating jobs and improving property values. <br />In order for redevelopment agencies to act, a jurisdiction must first adopt a redevelopment <br />plan. A redevelopment plan is a legal document that describes the Agency's authorities and <br />responsibilities. The redevelopment plan establishes financing methods to implement <br />programs and projects to revitalize areas including the authority to collect tax increment.
