B. SANTA ANA PROJECT AREAS <br />The following is a history of redevelopment and project areas summary of the blighting <br />condition within the Merged Project Area, presented by constituent Project Area. <br />Central City Redevelopment Project Area <br />The Central City Redevelopment Project Area was adopted on July 2, 1973, by Ordinance No. <br />NS-1173. Central City Redevelopment Project Area consists of 694 acres which encompasses <br />the historic downtown area including retail, office and government uses. The project was <br />adopted in response to <br />deteriorating conditions in the <br />downtown. The downtown <br />began to decline in the 1960s <br />when growth in the Orange <br />County suburbs resulted in Santa <br />Ana's displacement as the <br />central marketplace for Orange <br />County. At the time of project <br />adoption, the downtown had a <br />substantial number of <br />deteriorated and obsolete <br />buildings. Many of the retailers <br />had left the downtown for more <br />desirable locations, which in turn <br />affected the vacancy rate, lease <br />rates and variety of merchandise <br />available to residents. The goal <br />of the redevelopment plan was <br />to reverse the decline of the <br />downtown and re-establish the <br />downtown as a vibrant area. <br />Although the Agency has <br />contributed significantly towards <br />the improvement of the <br />downtown, the Agency would <br />like to continue to address <br />revitalization needs through the <br />assistance of the private sector <br />by way of rehabilitation loans <br />and marketing the downtown as <br />a retail destination. <br />Santa Ana Community Redevelopment Agency ImrR i do P n July 1, 2010 to June 30, 2015 <br />For the Merged Santa Ana Redevelopment Projecc"0?
