ADDENDUM TO OCTA <br />COMMUTER BIKEWAYS STRATEGIC PLAN <br />Introduction <br />In order to be eligible for Bicycle Transportation Account funding, the City of Santa Ana is <br />required to have an adopted bicycle transportation plan that meets with the criteria of the <br />California Bicycle Transportation Act (Sections 890-894.2 of the California Streets and <br />Highways Code). There is an option for the City to either prepare its own plan or to adopt a <br />countywide plan. <br />A countywide plan does exist in the OCTA Commuter Bikeways Strategic Plan (CBSP) adopted <br />by the Orange County Transportation Authority (OCTA) Board of Directors on May of 2009. <br />The 2009 CBSP, an update to the plan previously adopted by OCTA in 2001, represents the <br />culmination of a regionally supported effort that took a little over a year to complete. The result <br />is a comprehensive plan that was coordinated with city and county bike plans, general plans, land <br />use maps and existing and proposed bicycle systems. Public input was also sought through <br />surveys, public meetings, and by posting the draft document on the OCTA website. <br />The information submitted by the City of Santa Ana to OCTA for inclusion in the countywide <br />plan was intended to replicate the Bikeway Master Plan adopted by City Council in 1998. <br />However, after several iterations, the final CBSP document was found to include some minor <br />discrepancies. On November 2, 2009 the City adopted the CBSP as its bicycle plan. However, on <br />March 21, 2011 the City of Santa Ana adopted minor amendments to the City's Bikeway Master <br />Plan. Due to the March 21, 2011 Bikeway Master Plan amendments, the City is now required to <br />re-adopt the CBSP as its bicycle plan in accordance with the California Streets and Highways <br />Code. This addendum is being prepared to identify the areas where it differs from the Council- <br />approved plan. The CBSP, this addendum, its maps and exhibits will together embody the City <br />of Santa Ana Bikeways Strategic Plan. <br />Addendum <br />The city of Santa Ana accepts the findings and proposed plans identified in the 2009 OCTA <br />Commuter Bikeways Strategic Plan with the following exceptions: <br />1. Remove Class II bikeway on Flood Control Channel (Segerstrom Avenue to its south <br />edge) to Map 1. 1, Map 1.2 and Exhibit: Orange County Bikeway Map / Section 3 and <br />Section 4 in Appendix 4. <br />2. Add Class 11 bikeway on Memory Lane from Santa Ana River to Flower Street to Map <br />1.1 and Exhibit: Orange County Bikeway Map / Section 3 and Section 4 in Appendix 4. <br />3 <br />55A-8
