• modifications made by the applicants do not meet the Secretary of <br />the Interior's Standards for Rehabilitation numbers 5 and 6: <br />i. Standard 5: Distinctive materials, features, finishes, and <br />construction techniques or examples of craftsmanship that <br />characterize a property will be preserved. <br />ii. Standard 6: Deteriorated historic features will be repaired <br />rather than replaced. Where the severity of deterioration <br />requires replacement of a distinctive feature, the new feature <br />will match the old in design, color, texture, and, where <br />possible, materials. Replacement of missing features will be <br />substantiated by documentary and physical evidence. <br />F. Santa Ana Municipal Code Section 30-6 requires the Historic Resources <br />Commission to issue a certificate of appropriateness upon making certain <br />findings. <br />1. Will the proposed modification(s) substantially change the character <br />and integrity of the historic property? <br />The proposed modification substantially changes an <br />important character-defining feature of a property listed on <br />the Santa Ana Register of Historical Properties and thus <br />compromises the property's historic integrity. The proposed <br />• modification, which calls for the alteration of the porch <br />landing and steps from concrete to brick veneer, would alter <br />an element in a highly visible location on the facade in a <br />manner that is incompatible with the 1924 <br />Craftsman/Colonial Revival style architectural style the <br />property represents. The porch and porch steps are <br />character-defining features of this blended architectural <br />style; the use of a material other than wood or concrete <br />would substantially compromise the historic integrity of the <br />structure and the reasons for its eligibility. <br />G. In accordance with the California Environmental Quality Act, the project is <br />a General Rule Exemption per section 15301 as the project includes minor <br />alterations to the existing structure. Environmental Review No. 2008-183 <br />will be filed for this project. <br />Section 2: The Historic Resources Commission of the City of Santa Ana <br />hereby denies the Certificate of Appropriateness for the Straub House, located at 919 <br />North Lacy.
