residential project has been designed in conformance <br />with City Zoning and General Plan requirements. <br />Further, the project is in compliance with Policy 1.3 of <br />the General Plan Land Use Element, which encourages <br />high-density residential development within the City's <br />District Centers and Policy 1.4, which promotes the <br />fostering of a variety of residential land uses in the City. <br />F. Applicant has requested approval of Site Plan Review No. 2011-01 as <br />conditioned. <br />Section 41-593.5(c) of the Santa Ana Municipal Code requires a <br />review by the Planning Commission of all plans within a specific <br />development plan area to ensure the project is in conformity with the <br />Specific Plan. <br />2. The project is in compliance with all applicable development standards <br />outlined within the Hutton Centre Mixed-Use Specific Development <br />District (SD-76). <br />Section 2. On June 20, 2005 the City Council approved and adopted Final <br />Environmental Impact Report No. 2004-02, the Mitigation Monitoring Program, and the <br />Statement of Overriding Considerations. In accordance with the California Environmental <br />Quality Act, an Addendum to the Final Environmental Impact Report No. 2004-02 and the <br />mitigation monitoring and reporting program was prepared for this project. Based upon <br />the studies, the City Council determines that there are no new significant impacts or any <br />increases in the severity of the impacts previously identified in the original Environmental <br />Impact Report. The City Council hereby approves the Addendum to the Final <br />Environmental Impact Report No. 2004-02 and approves the mitigation monitoring and <br />reporting program, attached hereto as Exhibit "A" and incorporated as though fully set <br />forth herein. <br />Section 3. The City Council of the City of Santa Ana after conducting the public <br />hearing hereby approves: <br />A. Conditional Use Permit No. 2011-05 as conditioned in Exhibit "B" attached <br />hereto and incorporated herein for the multi-family residential development <br />located at 100-140 East MacArthur Boulevard. <br />B. Variance No. 2011-04 as conditioned in Exhibit "C" attached hereto and <br />incorporated herein to allow tandem parking for the property located at 100- <br />140 East MacArthur Boulevard. <br />C.
