The project site has a special circumstance related to <br />its size, shape and location. The MacArthur Place <br />South site is a contained site surrounded by existing <br />commercial and residential developments. Tandem <br />parking will only be used as assigned parking for the <br />residents. The variance will allow the applicant the <br />ability to use the property in a manner that is consistent <br />with similar surrounding commercial, residential and <br />professional uses. <br />ii. Further, <br />the proposed wrap-style design of the parking garage is <br />superior as it allows shorter walking distances for <br />residents, it allows for more mature and substantial <br />landscaping that is planted in native soil as opposed to <br />landscaping planted in raised planters; and, it allows for <br />a better urban streetscape. <br />That the granting of a variance will not be materially detrimental <br />to the public welfare or injurious to surrounding property. <br />The granting of the variance will not be materially <br />detrimental to the public welfare or injurious to <br />surrounding property as short-term and long-term <br />impacts identified in Environmental Impact Report No. <br />2004-02 have been addressed to mitigate any potential <br />impacts to adjacent properties.
