It will be Ms. Colbum's responsibility to chair meetings, periodically (maybe even monthly beginning when the <br />technical reports are close to submission to the District) with the District 8 Environmental Staff to address issues, <br />comments, and to answer questions. Ms. Colburn will also be tasked to review each and every Technical Report written <br />by our environmental subconsultant prior to submission to the District, and to perform this review with an eye towards <br />commenting on what the Caltrans reviewer would comment on for the initial submittal of these reports. In this manner, <br />Ms. Colburn will be able to perform a Caltrans -style review of the reports prior to submission to Caltrans. This <br />process should ensure the team only receives a limited set of comments once the reports are submitted to Caltrans, that <br />can be easily addressed, and therefore the approval of the report should be expected by the CITY upon the second <br />submission. Ms. Colburn is uniquely qualified for this role, having served in the District for a number of years <br />providing these type of services while being employed by Caltrans. Our team, and this project, will greatly benefit from <br />the experience Ms. Colburn will be able to apply towards a more efficient and streamlined environmental process. In <br />this way, the CITY can benefit by expecting the environmental approval sooner, rather than later. <br />The environmental subconsultant, ICF Jones & Stokes, will perform the following specific scope of work required to <br />complete the environmental documentation for the proposed project. Additional tasks or effort not specifically <br />identified in this scope of work is not assumed or implied. <br />Tasks associated with completion of the proposed work effort are as follows: <br />Environmental Document Project Management/Coordination/Meetings <br />ICF Jones & Stokes scope of work for quality control, progress reporting, schedules, and coordination/ meetings is <br />outlined below. <br />• Quality Control: ICF Jones & Stokes project manager will be responsible for directing and implementing the <br />project's environmental quality control program. Senior technical reviewers in each discipline will review each <br />work product, including field methods, data collection, analysis, report writing, and any subcontracted work <br />studies. In addition, a technical editor will review all reports to ensure consistent use of terminology and style as <br />well as general readability for the target readers. Finally, the project manager will review all documents before <br />they are submitted to the City and Caltrans. <br />• Environmental Schedule: ICF Jones & Stokes will prepare a comprehensive environmental process schedule in <br />consultation with City and Caltrans staff. As conditions change during the project, ICF Jones & Stokes will update <br />and fine-tune the schedule, with concurrence of AECOM and the City. It is assumed that the schedule will be <br />refined up to four times. <br />• Kick-off Meeting: ICF Jones & Stokes Project Manger shall attend a kick-off meeting. Time reflected in the <br />attached cost estimate includes meeting preparation time. It is assumed that AECOM will prepare the meeting <br />minutes for this meeting. <br />• Monthly PDT Meetings: ICF Jones & Stokes Project Manager shall attend Project Development Team (PDT) <br />meetings with the City, AECOM, and Caltrans staff (attendance at twenty-eight [28] PDT meetings by the ICF <br />Jones & Stokes Project Manager is assumed). <br />• Meetings: ICF Jones & Stokes Project Manger may be required to attend meetings in addition to the PDT <br />meetings previously identified. It is assumed that the ICF Jones & Stokes Project Manager will attend up to twelve <br />(12) additional project meetings. <br />• Project Management: This task includes the coordination and management efforts by the ICF Jones & Stokes <br />Project Manager. A duration of twenty-eight (28) months is assumed. <br />Deliverables: Environmental schedule. <br />Environmental PM Attendance at kick off meeting, twenty-eight (28) PDT <br />meetings, and twelve (12) project related meetings. <br />Project management. <br />City of Santa Ana <br />
