® AECOM <br />15 <br />Scope of Services <br />AECOM has thoroughly reviewed the scope of work included <br />in the RFP. We believe it to be comprehensive and adequately <br />cover the needs related to the Project Study Report <br />Equivalent for this project. For brevity, we will not repeat the <br />scope of services herein, accepting as provided in the RFP <br />with the following clarifications, inclusions or exclusions <br />from the scope of work. <br />Task B. Permits: Permits will not be required for <br />geotechnical activities, since the geotechnical work, per <br />Task G, will be limited to research of existing subsurface <br />information for adjacent project areas. <br />Task E. Field Survey/Topography: Aerial mapping wilt <br />be provided for the project limits as requested, noting all of <br />the identified surface features. If OCTA grants permission <br />and the City approves, this aerial mapping can utilize and <br />augment existing mapping of the project site, gained from our <br />surveyor's work on an adjacent project for OCTA. The scale of <br />this topographic map is at 1 "=40'. Field survey will be limited <br />to establishing the record centerline for Santa Ana Boulevard <br />and its cross streets as well as top of rail elevations adjacent <br />to Santa Ana Boulevard. This information is sufficient for a <br />planning level document. <br />Task L. Right -of -Way: Existing right-of-way and property <br />lines will be established from record documents. As noted <br />in Addendum 2, legal descriptions and plats will not be <br />required at this time. The Deliverable will be a right-of-way <br />impact map clearly delineating the need for fee acquisition, <br />easements for utilities, subsurface features, or slopes, and <br />temporary construction easements. A matrix will be included <br />for each parcel listing any right-of-way impact, square <br />footage of acquisition and/or easement, along with additional <br />severance impacts such as loss of access or parking. <br />Task N. Environmental Evaluation: Since the project <br />is not on Caltrans system (an interstate or state highway), <br />where a Preliminary Environmental Analysis Report <br />(PEAR) is required, it is sufficient for the commencement <br />of the environmental evaluation to produce a Preliminary <br />Environmental Survey (PES) form. Therefore the deliverable <br />under this task is proposed to be a PES, and not a PEAR or an <br />ISA. <br />Task Q Aesthetics: AECOM suggests the inclusion of an <br />aesthetics task as part of the scope of services. Having <br />prepared several aesthetic plans for grade separations, <br />including the recent Aesthetic Guidelines for the OCTA Grade <br />Separations along the Orangethorpe Corridor, the ability <br />to provide photo -quality images of the completed project <br />greatly enhances the public understanding and acceptance <br />of the project. AECOM can provide static photosimulations or <br />a dynamic visual flythrough (video) of the project. In addition, <br />AECOM has enlisted Glenn R. Johnson Scale Models, located <br />in downtown Orange, on past projects to create a scale model <br />of the project. This model can be used at public outreach <br />meetings and be put on display in the lobby of City Hall. Each <br />of these are great tools that AECOM can provide to the City. <br />As noted in the Project Understanding and Approach section, <br />we firmly believe that we can take this project to the next <br />step within the given budget identified in the RFP. Included in <br />the appendix of this proposal is a detailed scope of services <br />and associated schedule to provide a complete Project <br />Report/Environmental Document (PR/ED), readying this <br />project for the final design phase and better positioning the <br />City for funding. <br />In providingthe PR/ED, a full PSRE will not be required, and <br />the initial phase will be the alternatives analysis. A vatue <br />analysis, required on any State or Federally funded project <br />over $25 million in value, will be provided at the conclusion <br />of the alternatives analysis.
