® AECOM 16 <br />Schedule, Project Management Plans <br />and QA/QC <br />Project Management Pian <br />Project manager as single point of contact <br />The AECOM team's project manager, Mr. James Faber, will <br />serve as our single point of contact for the City of Santa Ana <br />and will be proactive in the processing of the project through <br />Caltrans. In this capacity he will be responsible for: <br />• Delivering the project scope of work and meeting the <br />project schedule and budget <br />• Serving as primary contact with the City and other <br />agencies, as required, to meet project needs <br />• Managing the AECOM team, including the authority to <br />make decisions on behalf of the team and to commit <br />corporate resources to meet project requirements <br />• Scheduling and internally coordinating the team's work <br />• Ensuring that the project's tech nical/professionaland <br />contractual requirements are thoroughly fulfilled <br />• Establishing clear lines of communication both <br />internally and externally <br />• Chairing all regular project team meetings and being <br />the primary respondent to the City <br />• Initiating and maintaining a quality management <br />program tailored to the project <br />An effective communications process <br />The effectiveness of our communication with the City <br />of Santa Ana and all project participants is crucial to a <br />successful project. Mr. Faber is dedicated to fostering a <br />productive communication process and to providing proactive <br />design issue resolution, working with the City as an extension <br />of staff. <br />Proactive approach to comment resolution <br />AECOM takes a very proactive stance in addressing issues <br />and comments as they arise. This eliminates the need <br />for rehashing previous issues or multi -cycle reviews and <br />responses at each submittal milestone, thus allowing a fast - <br />tracked project delivery. There are several components in <br />achieving this: <br />• Develop an action list, each uniquely numbered, from <br />each meeting, tracking them through resolution <br />• Conduct workshop meetings with Caltrans and other <br />stakeholders prior to submittal milestones to review <br />the product and receive feedback, as well as allow <br />Caltrans and the other stakeholders to familiarize <br />themselves with the submittal package <br />• Develop a comment response matrix to track <br />comments through to closeout <br />• Meet as necessary to ensure agreement on comment <br />resolution prior to submittal <br />Project -specific Quality Control Plan <br />Quality is essential on all <br />engineering projects. AECOM is ISO <br />CERTIFICATE <br />9001:2000 certified and employs <br />a quality management system as <br />shown below in Figure 8. This <br />program incorporates quality review <br />at each working level from the <br />project manager down and from the <br />discipline level up, and is continually_'` <br />reinforced duringthe project. <br />There are four components to this <br />approach. They address all aspects ='-- <br />of the project and are performed <br />continually and at major milestones <br />- <br />during project development. They include: <br />Engineering discipline review. During the project, prior to any <br />formal submittal, the design and reports are reviewed by the <br />discipline managers. <br />Coordination review. The project manager and discipline <br />lead engineers will review the construction documents <br />for coordination, accuracy, client drafting standards, and <br />definition of work. <br />Constructibility review. Following review by the lead <br />engineers, the QC team will coordinate an independent <br />constructibility review to verify criteria compliance, evaluate <br />the comprehensive quality of the geometric plans and design <br />plans, and resolve potential constructibility issues. <br />Quality assurance/quality control review. QA/QC reviews <br />will be conducted on an impromptu basis and priorto each <br />milestone submittal.These will be independent reviews led by <br />the project manager with the involvement and management <br />review of the Project Director, James Faber, PE. <br />In addition, we will draw upon our own vast construction <br />management resources to review the bid documents for items <br />that may lead to potential contractor change orders at each <br />milestone submittal. <br />Figure 8 <br />® Proposai for Project Study Report Equivalent and Conceptual Engineering Plans for <br />Santa Ana Boulevard Grade Separation Project <br />
