Priority Group One - Gaps in Governance and Common Operational Planning and <br />Protocols <br />Establishment of formal interoperable emergency communications <br />governance structures <br />Governing bodies for interoperable emergency communications efforts are <br />essential to ensure coordinated and consistent planning, implementation, and <br />resource allocation for emergency communications solutions. While governance <br />committees provide the needed guidance and input on statewide and/or regional <br />activities, there is also a need for interoperability coordinators and support staff, <br />whether at the statewide, regional, local or tribal levels to ensure continued <br />management and implementation of multi-discipline and multi-jurisdictional <br />initiatives. Grantees are encouraged to use IECGP funding to address <br />governance and leadership gaps at the statewide and regional levels (intra- and <br />inter-State) associated with: <br />• Implementing SCIP goals, initiatives, and milestones; <br />• Planning, demonstrating, or reporting on NECP goals; <br />• Achieving NECP milestones; or <br />• Achieving formal interoperable communications, regional governance <br />structures in accordance with NECP goals and milestones, using FEMA <br />Regional Emergency Communications Coordination Working Group <br />(RECCWG) and other recognized governance bodies at the State, local, <br />and regional level. <br />Establishment of common planning and operational protocols <br />Grantees should continue emergency communications planning efforts, whether <br />strategic, tactical, or technical to ensure a more coordinated approach to <br />achieving interoperable emergency communications goals, objectives and <br />initiatives. Additionally, grantees are expected to establish common operational <br />protocols through activities such as the development of SOPs, consistent use of <br />interoperability channels, common language protocols, and common channel <br />naming. SOPs should be in compliance with the NIMS ICS. Planning may also <br />include system life cycle planning for interoperable emergency communications <br />equipment. Where applicable, grantees should develop such plans. Grantees <br />are encouraged to use IECGP funding to establish common planning and <br />operational protocols associated with: <br />• Implementing SCIP goals, initiatives, and milestones; <br />• Planning, demonstrating or reporting on NECP goals; or <br />• Achieving NECP milestones. <br />55A-11
