the SCIPs. Additionally, funds may be used to update and/or enhance Tactical <br />Interoperable Communications Plans (TICP) and expand tactical planning efforts <br />to non-UASI sites. Activities associated with enhancing these plans may include, <br />but are not limited to, the following- <br />a. Establish a planning committee specific to interoperable <br />communications <br />b. Strengthen committees to ensure broad representation of <br />disciplines and jurisdictions <br />c. Complete any initiatives to strengthen and complete any <br />preliminary planning efforts associated with the SCIPs <br />d. Conduct planning activities associated with SCIP implementation <br />e. Conduct periodic updates to SCIPs and TICPs to account for <br />completed or updated priorities and initiatives and evolving <br />requirements <br />f. Develop additional strategic or tactical plans at the regional (intra- <br />state or inter-state) or local levels, consistent with the SCIP <br />g. Develop system life-cycle plans <br />h. Conduct planning associated with the procurement of <br />communications equipment or systems <br />i. Conduct planning for coordination and interoperability between <br />adjacent States or multiple States <br />j. Conduct planning to demonstrate or achieve NECP goals and <br />milestones <br />k. Conduct planning for narrowband transition, as required by the <br />Federal Communications Commission (FCC) <br />1. Planning for backup communications capabilities in the event that <br />primary systems/equipment fail <br />m. Planning for emerging technology systems <br />• Development and/or enhancement of interoperable emergency <br />communications assessments and inventories. Multi-agency and multi- <br />jurisdictional partnerships should facilitate planning activities, such as <br />assessments of- <br />a. Technology capabilities, specifically the identification and <br />inventorying of infrastructure and equipment3 <br />b. SOPs <br />c. Training and exercises <br />d. System life cycle planning for emergency communications <br />equipment <br />e. Sustainability of the interoperable emergency communications <br />program if Federal grant funds are reduced or eliminated in the <br />future <br />s Note that the procurement of software packages that support emergency communications asset management <br />activities is an allowable cost in FY 2010 IECGP. <br />16 <br />55A-22
