f. Equipment or systems that are or need to become narrowband <br />compliant <br />• Development and enhancement of interoperable emergency <br />communications protocols. Funds may be used to enhance multi-jurisdictional <br />and multi-disciplinary common planning and operational protocols. Activities may <br />include programming interoperability channels and developing SOPs, common <br />channel naming, fleet maps, common language protocols, and narrowband <br />transition. In addition, activities may focus on SOPs to ensure backup <br />communications capabilities when primary systems or equipment fail. <br />• Meeting-related expenses. These costs may include the rental of <br />space/locations/facilities for planning activities. This may also include costs for <br />signs, badges, and similar materials. <br />• Public education and outreach. These costs may cover providing <br />interoperable emergency communications education and outreach activities on <br />the SCIP and associated interoperable emergency communications initiatives. <br />• Supplies. Supplies are items that are expended or consumed during the course <br />of the planning project(s). <br />• Travel. Travel costs (e.g. airfare, mileage per diem, or hotels) are allowable as <br />expenses by employees who are on travel status for official business related to <br />professional interoperable emergency communications planning activities, such <br />as local, regional, and interstate meetings and conferences, the OEC annual <br />National Emergency Communications Workshop, RECCWG meetings, and <br />Communications Unit Leader (COML) training. <br />• Other project planning activities with prior approval from DHS. <br />2. Training Costs. States, territories, and local and tribal governments are strongly <br />encouraged to use IECGP funds to support interoperable emergency <br />communications training activities. Communications-specific training activities <br />should be incorporated into the statewide training and exercise plan and coordinated <br />with the State interoperability coordinator and/or formal statewide interoperable <br />emergency communications governance committee. Training developed or <br />conducted using IECGP funds should address a performance gap identified through <br />the SCIPs, TICP AARs, and/or other assessments. Exercises should be used to <br />provide the opportunity to demonstrate and validate skills learned in training and to <br />identify training gaps. Any training or exercise gaps should be identified in the <br />grantee's AAR/IP and addressed in the training cycle. FY 2010 IECGP funds may <br />be used for the following interoperable emergency communication training activities- <br />Funds used to develop, deliver, attend, and evaluate training. Grant funds <br />may be used to develop training programs and materials. Grant funds may also <br />be used to plan, attend, and conduct communications-specific training workshops <br />or conferences, to include covering costs related to planning, meeting space, and <br />17 <br />55A-23
