conduct, and evaluate interoperable emergency communications exercises, <br />including tabletop and fully functional exercises. Exercise activities should focus <br />on the- <br />a. Use of established operational protocols <br />b. Use of interoperable emergency communications solutions <br />c. Use of TICP to exercise on SOPs <br />d. Achievement of NECP milestones <br />• Travel. Travel costs (e.g., airfare, mileage, per diem, or hotel) are allowable as <br />expenses by employees who are on travel status for official business related to <br />the planning and conduct of the IECGP exercise project(s). <br />• Supplies. Supplies are items that are expended or consumed during the course <br />of the planning and conduct of the exercise project(s). <br />• Meeting-related expenses. These costs may include the rental of <br />space/locations/facilities for planning and conducting exercises. This may also <br />include costs for signs, badges, and similar materials. <br />4. Personnel Activities. In general, the use of IECGP grant funding to pay for staff <br />and/or contractor regular time or overtime/backfill is considered a personnel cost. <br />These expenses are permitted under this grant in order to perform allowable <br />FY 2010 IECGP planning, training, and exercise activities, as well as activities <br />associated with implementing goals, objectives, and initiatives of the SCIP and <br />achieving goals and milestones of the NECP. Specifically, this includes personnel <br />associated with the interoperability coordinator function. Applicants must identify <br />sustainable sources of funding (or a plan for obtaining sustainable forces) and work <br />to integrate new staff into the State and local budgets in future years to maintain <br />these capabilities. FY 2010 IECGP funds may not be used to support the hiring of <br />any personnel for the purposes of fulfilling traditional public safety duties or to <br />supplant traditional public safety positions and responsibilities. Activities that are <br />considered "personnel" include: <br />• Hiring of certain full or part-time staff and contractors or consultants. Full <br />or part-time staff may be hired to support IECGP planning, training, exercise, and <br />equipment planning and purchase- related activities. This includes staff to serve <br />in the following roles, consistent with the SCIPs- <br />a. SWIC <br />b. Project manager(s)/subject matter expert(s) for the SWIC <br />function, as appropriate <br />c. Regional, local, or tribal interoperability coordinator(s), as <br />appropriate <br />Office Equipment. Office equipment costs are allowable, including personal <br />computers, computer peripherals (for example, printers and external hard drives), <br />and office telephones to support IECGP-related personnel. <br />19 <br />55A-25
