other meeting costs, facilitation costs, materials and supplies, travel, and training <br />development. Communications-specific training should focus on- <br />a. Use of established operational protocols (e.g., common language) <br />b. Use of NIMS ICS <br />c. Use of interoperable emergency communications solutions <br />d. COML, Communications Unit Technician, or other ICS <br />Communications Unit position training <br />e. Demonstration of NECP Milestone 8, as referenced in Part I <br />f. Training associated with the narrowband transition <br />g. Training associated with backup communications capabilities <br />when primary systems/equipment fail <br />• Travel. Travel costs (e.g., airfare, mileage, per diem, or hotel) are allowable as <br />expenses by employees who are on travel status for official business related to <br />the planning and conduct of the training project(s). <br />• Supplies. Supplies are items that are expended or consumed during the course <br />of the planning and conduct of the training project(s). <br />• Meeting-related expenses. These costs may include the rental of <br />space/locations/facilities for planning and conducting training. This may also <br />include costs for signs, badges, and similar materials. <br />3. Exercise Costs. Exercises conducted using IECGP funds must be managed and <br />executed in accordance with the HSEEP. The HSEEP Library will provide guidance <br />for exercise design, development, conduct, evaluation, and improvement planning. <br />The HSEEP Library provides sample exercise materials, and HSEEP Volume V: <br />Prevention Exercises provides guidance and recommendations for designing, <br />developing, conducting, and evaluating prevention-focused exercises. <br />The HSEEP Library can be found at: http://hseep.dhs.gov. <br />All exercises using IECGP funding must be NIMS-compliant. More NIMS information <br />is available online at: http://www.fema..qovlemergencylnimslindex.shtm. <br />Communications-specific exercise activities should be incorporated into the <br />statewide training and exercise plan and coordinated with the State interoperability <br />coordinator and/or statewide interoperable emergency communications governance <br />committee. FY 2010 IECGP funds may be used for the following interoperable <br />emergency communication exercise activities- <br />Funds used to design, develop, conduct, and evaluate exercises. Grant <br />funds may be used to enhance existing training, to include an interoperable <br />emergency communications component, or to plan and conduct communications- <br />specific exercise workshops or conferences. This includes costs related to <br />planning, meeting space and other meeting costs, facilitation costs, materials and <br />supplies, travel, and exercise plan development.
