more mature and substantial landscaping that is planted in native <br />soil as opposed to landscaping planted in raised planters; and, it <br />allows for a better urban streetscape. <br />iii. That the granting of a variance will not be materially detrimental to the <br />public welfare or injurious to surrounding property. <br />The granting of the variance will not be materially detrimental to <br />the public welfare or injurious to surrounding property as short- <br />term and long -term impacts identified in Environmental Impact <br />Report No. 2004 -02 have been addressed to mitigate any <br />potential impacts to adjacent properties. Further, any additional <br />mitigation measures identified in the addendum to the EIR will be <br />incorporated as conditions of approval for the project. <br />iv. That the granting of a variance will not adversely affect the General Plan <br />of the City. <br />The granting of the variance will not adversely affect the General <br />Plan of the City since the proposed multi - family residential project <br />has been designed in conformance with City Zoning and General <br />Plan requirements. Further, the project is in compliance with <br />Policy 1.3 of the General Plan Land Use Element, which <br />encourages high- density residential development within the City's <br />District Centers and Policy 1.4, which promotes the fostering of a <br />variety of residential land uses in the City. <br />F. Applicant has requested approval of Site Plan Review No. 2011 -01 as conditioned. <br />Section 41- 593.5(c) of the Santa Ana Municipal Code requires a review by the <br />Planning Commission of all plans within a specific development plan area to <br />ensure the project is in conformity with the Specific Plan. <br />2. The project is in compliance with all applicable development standards outlined <br />within the Hutton Centre Mixed -Use Specific Development District (SD -76). <br />Section 2. On June 20, 2005 the City Council approved and adopted Final Environmental <br />Impact Report No. 2004 -02, the Mitigation Monitoring Program, and the Statement of Overriding <br />Considerations. In accordance with the California Environmental Quality Act, an Addendum to the <br />Final Environmental Impact Report No. 2004 -02 and the mitigation monitoring and reporting <br />program was prepared for this project. Based upon the studies, the City Council determines that <br />there are no new significant impacts or any increases in the severity of the impacts previously <br />identified in the original Environmental Impact Report. The City Council hereby approves the <br />Addendum to the Final Environmental Impact Report No. 2004 -02 and approves the mitigation <br />monitoring and reporting program, attached hereto as Exhibit "A" and incorporated as though fully <br />set forth herein. <br />Resolution No. 2011 -022 <br />Page 4 of 6 <br />
