i <br />Mr. Jonathan Kohn <br />January 27, 2011 <br />Page 3 <br />PARKING SUPPLY-DEMAND ANALYSIS <br />This parking analysis for the Metroplace involves determining the expected parking <br />needs, based on the size and type of proposed development components, versus the <br />parking supply. In general, there are two methods that can be used to estimate the <br />site's peak parking demands. These methods include: <br />¦ Application of City code requirements (which typically treat each use in the retail <br />center as a "stand alone" use at maximum demand); and <br />¦ Application of shared parking usage patterns by time-of-day (which recognizes <br />that the parking demand for each land use component varies by time of day, day <br />of week, and/or month of year). <br />The shared parking methodology is certainly applicable to a development such as the <br />Metroplace, as the individual land uses (i.e., retail and restaurant/food uses, health <br />club) experience peak demands at different times of the day. <br />PARKING CODE REQUIREMENTS <br />The parking requirements for Metroplace, with the proposed occupation of 42,770 SF <br />of floor area with a health club, are based on the City's requirements as outlined in <br />Chapter 41 - Zoning, Article XV. Off-Street Parking of the City of Santa Ana <br />Municipal Code. The City's Municipal Code specifies the following parking <br />requirements for retail stores and service uses, restaurant, cafes, etc., banks and <br />financial institutions, exercise gyms, spas and health clubs and child care facilities: <br />¦ Retail stores and service uses: five (5) spaces per 1,000 SF of Gross Floor <br />Area (GFA). <br />• Outdoor sales or storage area: two (2) spaces per 1,000 SF of GFA <br />• Restaurants, cafes, etc.: ten (10) spaces per 1,000 SF of GFA. <br />¦ Banks and financial institutions uses: four (4) spaces per 1,000 SF of GFA <br />plus two (2) spaces per each walk-up automatic teller machine. <br />¦ Exercise gyms, spas, health clubs, etc: 1 space for each 28 SF of GFA devoted <br />to physical activity other than racquetball or handball (exclusive of locker <br />rooms, shower facilities, utility rooms, and ancillary public area) plus 2'/z <br />spaces for each racquetball and handball court. <br />75A-24
