Zoning Ordinance Amendment No. 2011-02 <br />Variance No. 2011-03 <br />March 28, 2011 <br />Page 2 <br />Protect Description <br />The proposed project consists of interior tenant improvements to an existing building to allow a Gold's <br />Gym facility. As stated previously, Gold's Gym will be occupying approximately 42,770 square feet of <br />floor space within the two-story building, comprised of 4,800 square feet on the ground floor and the <br />entire 37,970 square foot second floor. Within the first floor, an entry lobby, retail space, a reception <br />area, a childcare center and office space will be provided. The second floor will consist of the health <br />club functions and will include areas for free weights, circuit training, cardio fitness equipment, <br />aerobics rooms and men's and women's showers and lockers. An outdoor pool, surrounded by a six <br />foot high block wall, will be provided at the rear of the building. No other exterior improvements are <br />proposed. Primary access to the project will be provided from the existing driveways on Seventeenth <br />Street (Exhibits 3, 4 and 5). <br />Proiect Background <br />In 1997, a general plan amendment, zone change, conditional use permit and variance were <br />approved to allow the construction of The Home Place Shopping Center, a five building retail and <br />restaurant center. The approvals allowed the development of an Orchard Supply Hardware (OSH) <br />building, a Carl's Jr. Restaurant and a multi-tenant retail building containing a bank, yogurt shop and <br />preschool uses. In 2008, the building that would house the proposed Gold's Gym building was <br />constructed as the final phase of the retail center. Since its opening in 2009, the building has been <br />partially occupied by various restaurant uses. In 2009, a Buffalo Wild Wings facility was approved <br />and intended to occupy approximately 6,000 square feet of the first floor of the building; however, due <br />to a change in the economy, the restaurant was never built. <br />General Plan and Zoning Analysis <br />The General Plan land use designation for the site is General Commercial (GC), which allows for <br />commercial and office uses. General Commercial Districts are primarily located on commercial <br />corridors and major arterial roadways in the City. They provide accessible commercial <br />development along the City's arterials as well as provide support facilities and services, including <br />offices, restaurants and various other services. The project is consistent with this General Plan <br />land use designation. <br />The subject site is located in the Arterial Commercial (C5) zoning district. The C5 zone is a limited <br />commercial zone that allows for certain commercial and office uses, but does not allow health <br />clubs and/or gymnasiums. If the zoning ordinance amendment is approved, the proposed use will <br />become consistent with the zoning. <br />75A-4
