Chapter 2 CEQA Findings <br />Impact Statement <br />Impact 4.2-6 Operation of <br />the proposed project would <br />exceed South Coast Air <br />Quality Management District <br />standards for VOC, NOx, CO, <br />and PM1o and would result in <br />a projected air quality <br />violation. <br />Evidence/Rationale Supporting Findings <br />The Agency believes that the future <br />operation of the proposed project would <br />generate emissions that exceed the <br />thresholds of significance recommended <br />by the SCAQMD for CO, NOx, ROG, and <br />PM1o. Implementation of MM4.2-21through <br />MM4.21-36 will reduce pollutant emissions <br />but not below a level of significance. Said <br />mitigation measures refer to stationary <br />sources of pollution (through building <br />energy efficiency). However, the <br />substantial source of operational <br />pollutants is emitted by mobile sources <br />such as cars, truck, and delivery vehicles. <br />Discussion is provided on pages 4.2-33 to <br />Mitigation Measures <br />included in the proposed project construction <br />documents, which shall be reviewed and <br />approved by the City of Santa Ana. <br />MM4.2-19 The developer shall require by <br />contract specifications that materials that do <br />not require painting be used during <br />construction to the extent feasible. Contract <br />specifications shall be included in the <br />proposed project construction documents, <br />which shall be reviewed and approved by the <br />City of Santa Ana. <br />MM4.2-20 The developer shall require by <br />contract specifications that pre-painted <br />construction materials be used to the extent <br />feasible. Mitigation is <br />to be incorporated at the individual <br />component level to bring the individual <br />components to less than significant on a site- <br />by-site basis. <br />MM4.2-22 Prior to issuance of a building <br />permit, the applicant shall demonstrate that <br />the design of the proposed buildings or <br />structures exceeds current Title 24 <br />requirements (Title 24, Part 6 of the California <br />Code of Regulations; The Energy <br />Commission adopted the 2008 Standards on <br />Findings <br />Finding 1 <br />The Agency finds that changes or alterations <br />have been required in, or incorporated into, the <br />project which would avoid or substantially <br />lessen the significant environmental effect as <br />identified in the final EIR. Specifically, MM4.2- <br />21through MM4.21-36 will reduce pollutant <br />emissions, but not below a level of significance. <br />Finding 3 <br />The Agency finds that specific economic, <br />social, or other considerations make infeasible <br />additional mitigation. Specifically, no additional <br />feasible mitigation measures exist that would <br />avoid or substantially reduce this impact.
