Chapter 2 CEQA Findings <br />Impact Statement <br />Evidence/Rationale Supporting Findings <br />37 of the FEIR (Volume 1). In addition, <br />Appendices B, G, and I provide further <br />evidence supporting this impact and its <br />associated findings. <br />Mitigation Measures <br />April 23, 2008, and the Building Standards <br />Commission approved them for publication on <br />September 11, 2008. The 2008 Residential <br />Compliance Manual was adopted by the <br />Commission on December 17, 2008, and the <br />2008 Non-residential Compliance Manual was <br />adopted January 14, 2009.Energy Efficiency <br />Standards for Residential and Non <br />Residential Buildings, as amended November <br />1, 2005; Cool Roof Coatings performance <br />standards as amended September 11, 2006) <br />by a minimum of 20 percent, subject to review <br />by the County Building Official. <br />Documentation of compliance with this <br />measure shall be provided to the Planning <br />Department and Building Official for review <br />and approval prior to issuance of the permit. <br />Installation of the identified design features or <br />equipment will be confirmed by the County <br />Building Official prior to certificate of <br />occupancy. Any combination of the following <br />design features may be used to fulfill this <br />mitigation provided that the total increase in <br />efficiency meets or exceeds 20 percent: <br />¦ Increase in insulation such that heat <br />transfer and thermal bridging is minimized <br />¦ Limit air leakage through the structure or <br />within the heating and cooling distribution <br />system to minimize energy consumption <br />¦ Incorporate dual-paned or other energy <br />efficient windows <br />¦ Incorporate energy efficient space <br />heating and cooling equipment <br />¦ Incorporate energy efficient light fixtures <br />Findings <br />delivery vehicles.
