Chapter 2 CEQA Findings <br /> <br /> <br />Impact Statement <br /> <br />Evidence/Rationale Supporting Findings <br /> <br />Mitigation Measures <br /> <br />Findings Level of <br />Significance after <br />Mitigation <br /> Police and Fire Departments. would result in temporary land or roadway <br /> closures. <br /> MM4.5-7 The Santa Ana Fire Department, in <br /> consultation with other applicable City <br /> Departments (e.g., Police), shall update their <br /> Emergency Preparedness Plan prior to <br /> occupancy of the first project developed <br /> under the Transit Zoning Code (SD 84), to <br /> address the potential for the accidental <br /> release of hazardous materials that may be <br /> used, stored, and/or transported in <br /> association with operation of project <br /> implementation. <br /> MM4.5-8 Project applicants shall submit <br /> evacuation plans on a project by project basis <br /> that shall be reviewed and approved by the <br /> City Police and Fire Departments. <br />HYDROLOGY AND WATER QUALITY <br />Construction activities occurring in the <br />Transit Zoning Code area would result in <br />stormwater contamination and impact <br />water quality. Runoff from construction <br />sites which may include sediments, <br />contaminates and other pollutants would <br />result in stormwater contamination and <br />degrade water quality. <br />The operation of future developments in <br />the Transit Zoning Code (SD 84) area <br />would result in the addition of <br />contaminants into the stormwater runoff <br />entering the City's drainage system, <br />further degrading water quality. However, <br />compliance with federal, state, and local <br />regulations as well as the implementation <br />MM4.6-1 In order to comply with the current <br />version of the DAMP, future development <br />projects in the Transit Zoning Code (SD 84) <br />area shall prepare Storm Drain Plans, <br />Stormwater Pollution Prevention Plans <br />(SWPPP), and Water Quality Management <br />Plans (WQMP) conforming to the current <br />National Pollutant Discharge Elimination <br />System (NPDES) requirements, prepared by <br />a Licensed Civil Engineer or Environmental <br />Engineer, shall be submitted to the Public <br />Works Agency for review and approval. <br />Finding 1 <br />The Agency finds that changes or alterations <br />have been required in, or incorporated into, the <br />project which would avoid or substantially <br />lessen the significant environmental effect as <br />identified in the final EIR. <br />Impact 4.6-1 Implementation <br />of the Transit Zoning Code <br />would not violate water <br />quality standards, waste <br />discharge, or otherwise <br />substantially degrade water <br />quality. <br />Less than <br />significant <br />a.
