Chapter 2 CEQA Findings <br />Impact Statement <br />implementation of the Transit <br />Zoning Code could result in a <br />safety hazard for people <br />residing or working in the <br />project area. <br />Impact 4.5-6 The Transit <br />Zoning Code could impair the <br />implementation of, or <br />physically interfere with, an <br />adopted emergency <br />response plan or emergency <br />evacuation plan resulting in a <br />significant impact. <br />Evidence/Rationale Supporting Findings <br />Area and is subject to building height <br />restrictions. Proposed structures could <br />exceed the 200 foot height restriction, <br />potentially resulting in a safety hazard to <br />people residing or working in the project <br />area. However, implementation of MM4.5- <br />4 will require projects that exceed 200 feet <br />to comply with Federal Aviation <br />Administration (FAA) and Airport Land <br />Use Commission (ALUC) regulations. <br />Roadway improvements and the potential <br />extension of construction activities into the <br />right-of-way during construction of future <br />development could result in a reduction in <br />the number of lanes or temporary closures <br />of certain streets. Additionally, during the <br />operation of future development, an <br />increase in traffic on roads or the <br />modification of existing transportation <br />routes could occur. These changes could <br />interfere with the response times of <br />emergency vehicles. However, during <br />future construction activities, mitigation <br />measures MM4.5-5 and MM4.5-6 would <br />require that temporary street closures <br />would not affect emergency access in the <br />vicinity of future developments through the <br />preparation of a traffic plan and <br />consultation with the Police Department. <br />To reduce impacts during operation of the <br />project, mitigation measures MM4.5-7 and <br />MM4.5-8 would require the City to update <br />their Emergency Preparedness Plan and <br />require future projects to submit <br />evacuation plans to be revised by City <br />Mitigation Measures <br />at a development site, applicants shall file a <br />Notice of Proposed Construction or Alteration <br />with the FAA (FAA Form 7460-1). Following <br />the FAA's aeronautical evaluation of the <br />project, projects must comply with conditions <br />of approval imposed or recommended by the <br />FAA. Subsequent to the FAA findings, the <br />project shall be reviewed by the ALUC for <br />consistency analysis. <br />MM4.5-5 Prior to initiation of construction <br />activities, any development within the Transit <br />Zoning Code (SD 84) Area shall have a <br />completed traffic control plan, prepared by the <br />project proponent that will be implemented <br />during construction activities. This may <br />include, but is not limited to, the maintenance <br />of at least one unobstructed lane in both <br />directions on surrounding roadways. At any <br />time if only a single lane is available, the <br />developer shall provide a temporary traffic <br />signal, signal carriers (i.e., flagpersons), or <br />other appropriate traffic controls to allow <br />travel in both directions.
