RESOLUTION NO. 2011-025 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA AUTHORIZING THE CITY MANAGER OR <br />THE CHIEF OF POLICE TO ENTER INTO AN <br />AGREEMENT WITH THE STATE OF CALIFORNIA <br />EMERGENCY MANAGEMENT AGENCY FOR THE FY2010 <br />INTEROPERABLE EMERGENCY COMMUNICATIONS <br />GRANT AND TO ENTER INTO REIMBURSEMENT <br />AGREEMENTS IN CONJUNCTION WITH THE GRANT <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. The California Emergency Management Agency is responsible for <br />implementing the United States Department of Homeland Security, <br />Interoperable Emergency Communications Grant Program (IECGP). <br />B. The FY 2010 IECGP provides governance, planning, training and exercise <br />funding to carry out initiatives to improve interoperable emergency <br />communications, including communications in collective response to <br />natural disasters, acts of terrorism, and other man-made disasters. <br />C. The City of Santa Ana has been awarded funding from the California <br />Emergency Management Agency for the FY 2010 IECGP in the amount of <br />$1,972,980. <br />Section 2. The City Council of the City of Santa Ana hereby authorizes and <br />directs the City Manager or the Chief of Police, or their designee(s), to accept and <br />authorize the grant award from the California Emergency Management Agency for the <br />FY 2010 IECGP in the amount of $1,972,980 to fund the following projects: <br />A. Completion of Interoperable Field Operations Guides. <br />B. Implementation of a 5-year Communications Interoperability Strategic Plan. <br />C. Creation of capability, evaluation, and technical reports. <br />D. Provide support of SPA daily interoperable operations. <br />E.
