Goal 1 is to promote livable neighborhoods <br /> through quality housing conditions, quality parks and community services, and well-maintained <br /> infrastructure that inspire neighborhood pride, In support of this goal, Pa[icy HE-1.7, Historic <br /> Preservation, supports the preservation and enhancement of residential structures, properties, street <br /> designs, lot configurations, and other visible reminders of Santa Ana's neighborhoods that are <br /> considered local historic or cultural resources. This element describes programs that promote <br /> historic preservation: the City's historic program and ordinance, historic home rehabilitation <br /> incentive and Mills Act program, historic neighborhood preservation opportunities, and expanded <br /> adaptive reuse program. <br /> The .and Use Element presents a general description of the City's cultural resources and specifies <br /> two goals specifically applicable to historic resources. Goa! 3 of this Element is to preserve and <br /> improve the character and integrity of existing neighborhoods. Goal 4 is to protect and enhance <br /> community assets and is supported by Policy 4.Z, calling for retention and reuse of historical <br /> buildings and sites, <br /> The lJrban Design Element of the City's General Plan establishes the City's vision for its urban form <br /> and seeks to implement a safe and aesthetically pleasing environment for its residents. Two goals and <br /> several policies relate to cultural resources: <br /> Goal ~ Improve the physical appearance of the City through the development that i~ <br /> proportionally and aesthetically related to its district setting <br /> Policy Z.3 Preservation involving the adaptive reuse of historic and <br /> architecturally significant structures, is encouraged Citywide. <br /> Policy New projects must respect the architectural style, scale, context, and <br /> rhythm of Santa Ana's historic buildings and districts. <br /> Policy ~.5 The use of artistic interpretation will be encouraged as a means to <br /> preserve the City's heritage and enhance its regional presence in the <br /> downtown historic district. <br /> Policy ~.8 The character and uniqueness of existing districts and <br /> neighborhoods are to be protected from intrusive development. <br /> Policy x.11 New developments must re-enforce or help establish district <br /> character. <br /> Goal ~ Create new and protect existing City landmarks and memorable places that Canvey <br /> positive images <br /> <br /> 5tatior~ District Project Nistorica!
