13. Provide up to 10 exercise controllers for a 21-day period. The controllers <br />will assist with exercise administration and control, and will lead the hot <br />wash debrief session(s) at the conclusion of the exercise. <br />14. Provide 10 vests to identify exercise controllers, 10 vests to identify <br />exercise evaluators, and up to 150 badges to identify exercise <br />participants, evaluators, controllers, and observers. <br />15. Assist with controller and evaluator training by providing a <br />Controller/Evaluator Briefing describing the roles and responsibilities of <br />exercise evaluation. <br />16. Debrief and record notes from the exercise controllers and evaluators <br />prior to exercise completion. <br />17. Prepare and submit a draft AAR within 45 days of exercise completion. <br />Final AAR will be delivered no later than 60 days after exercise <br />completion. <br />18. Prepare 10 hard copies and 2 CD-ROM copies of the report and submit <br />to ASAUA. <br />19. Prepare all documents in accordance with HSEEP & TPEP standards. <br />Cost: $132,936.00 <br />G. Basic EOC Training Course. The Basic Emergency Operations Center (EOC) <br />Training Course, approved through P.O.S.T. and the California Office of Homeland <br />Security, provides participants with the necessary instruction to function in local <br />government EOCs using the NIMS/SEMS procedures and guidelines. During this <br />24-hour course, Willdan Instructors will cover the following subjects: <br />1. The essential elements related to an EOC and how the local EOC <br />coordinates with the regional, state and federal entities. <br />2. The principles associated with disaster management, role of the EOC <br />and goals of emergency/disaster management. <br />3. Principles for an effective EOC operation. <br />4. Multi-Agency Coordination System principles of NIMS and the <br />application to an EOC. <br />5. The functions, responsibilities and procedures for EOCs including <br />activation, operations and demobilization. <br />Willdan will supply the course materials, instructor(s), and miscellaneous <br />items (badges, name tents, signage), as well as coordinating other logistical <br />requirements.
