A­tr...... k__ L...... ------ :L1_ t__ <br />Right of Way Data Sheets and Cost Studies <br />Mr. Armstrong has been responsible for the preparation of <br />dozens of cost studies and right of way data sheets in concert <br />with major public works projects throughout California. Notable <br />project examples include Orange County's Centerline project <br />involving hundreds of properties, MagLev train from Los Angeles <br />to Ontario involving more than one -thousand properties, and <br />Right of Way Data Sheets at various interchanges along <br />Interstate 5, 10, 15, 60, 91, and 215; and State Routes 1, 74, and <br />90. <br />Airports <br />Well -versed in program development under FAA guidelines, Mr. <br />Armstrong directed a project team for the City of Palm Springs <br />Regional Airport Expansion Project, a significant component to <br />Coachella Valley's economic vitality. The program consisted of <br />project management, team management, land acquisition, and <br />relocation assistance. Mr. Armstrong also implemented the City <br />of Rialto Municipal Airport Expansion Project, which included <br />acquisition of commercial, residential and industrial properties for <br />additional runways. <br />Transit and Transit Oriented Development <br />Mr. Armstrong was instrumental in delivering the total probable <br />right of way costs for the CenterLine Light Rail Project in Orange <br />County, California, and right of way costs for a series of over <br />crossings for the OnTrac Railroad Lowering Project in Orange <br />County. He also assisted a public/private developer with <br />assemblage budgets of their property acquisition and relocation <br />assistance program for a project involving hundreds of properties <br />and displacements. <br />Utility and Fiber Optic <br />Mr. Armstrong manages an aggressive acquisition program which <br />allows Southern California Edison Company to install in-house <br />and 3rd party facilities and fiber optic cables in their service area. <br />Mr. Armstrong also assists the City of Glendale Department of <br />Water and Power with its easement acquisitions and covenants. <br />Special Services <br />As a recognized expert in public real estate transactions, Mr. <br />Armstrong directs a wide variety of real estate special service <br />projects for the firm. He serves as an on-call advisor and <br />develops real estate policies for numerous public and private <br />agencies. He is often involved in the early stages of projects to <br />develop the right of way policies, procedures, processes and <br />formats for public projects. <br />Page 17 <br />
