an Bernardino Economic Development Agency — Arden Guthrie Project <br />irector Georgia Marquis and her team were responsible for the relocation of 77 <br />cupied units and 2 owner-occupied units. Ms. Marquis and the project team's fluency <br />i was crucial, as the Project area was composed of 50 percent Hispanic or Latino. A <br />illenge which presented itself was the abundance of "very low income" households <br />credit and/or evictions on their records. Many of the tenants were residing in ex- <br />tion 8 Housing. Due to the dangerous conditions of the Project area, Ms. Marquis <br />31utions to help the tenants who were exposed to the area's undesirable conditions. <br />ris' involvement with the project helped ensure that the Agency's budget stay within <br />and manageable range. Despite the scarcity of available properties, the CPSI team <br />J with property owners and proved to be very successful in leading to a cooperative <br />etwork. Through establishing a strong relationship with the affected community, <br />its and team were able to successful relocate all residents ahead of schedule, under <br />id without enforcing condemnation. <br />in Bernardino Economic Development Agency - 5th and Meridian <br />Meridian project consist of a total of 18 parcels improved with multi-family dwellings <br />). Nine of the parcels were banked owned and mostly vacant with the exception <br />Idings which were occupied with tenants. The remaining nine parcels are privately <br />J fully occupied with tenants. Extensive research was conducted through various <br />luding title searches, visits to county offices to obtain pertinent records, contacting <br />Pers and any other parties affiliated with the ownership of the building. Ms. Marquis <br />are currently working to relocate the tenants of the two buildings that were previ- <br />pied. Ms. Marquis is also providing property management oversight services. CPSI <br />sting the demolition process on behalf of the City. Since the beginning, Ms. Marquis has assisted the City with their acquisi- <br />3tions and relocation program. In 2006, Ms. Marquis assisted the City in obtaining <br />FAA and LAWA grant for a single year of $19 million. Under this grant, Ms. Marquis <br />isible for handling the project management, acquisition, relocation, and property <br />nt for 45 improved parcels. Within 60 days of making formal offers to property <br />of the parcels were in escrow. CPSI completed the project within the desired <br />d perhaps more importantly, without litigation and/or grievances.
