bl °' l <br />formation of a Business Improvement District (BID), re- <br />striping of on- street spaces, shared parking agreements for <br />adjacent businesses, enforcement of time restrictions, and <br />construction of new parking lots and garages. <br />Date Work was Performed: 2000 -2001 <br />Cost: $50k <br />Key Personnel: Bill Dvorak <br />Client Reference: Kathy Lowry, City of Thousand Oaks <br />805,449.2416 <br />Downtown Parking Rate Study, <br />The purpose of the parking rate study was to analyze the <br />various parking programs and the rates associated with <br />each to determine if the rates charged were consistent <br />with the use of the City's facilities and the original intent <br />for how the City's facilities were designed to be used. <br />Kimley -Horn used various tools to analyze the parking <br />rates. A comparison of rates charged by similar cities was <br />used to develop a matrix comparing comparable facilities <br />and schedule of rates. Existing programs were analyzed <br />based upon overall utilization, peak activities, revenue <br />generated by facility, and operational costs associated with <br />CiAy <br />of Saw,, Ana <br />Comprehensive <br />Parking <br />Analysis <br />each. Programs analyzed included: beach parking pass, <br />customer validation program, residential permits, employee <br />parking, valet parking, structure parking, and the On- Street <br />meter program. Kimley -Horn recommended modifications <br />to several programs that were subsequently approved by <br />city council for implementation.
