GTSI provides onsite engineering support to provide <br />hands on training and solution management. <br />1.1 The GTSI Team <br />GTSI provides a wide range of professional services in support of enterprise software, enterprise <br />storage, enterprise servers, networking and communications, mobile and wireless and physical <br />security. GTSI engineers provide our clients with the expertise necessary to design, build, and <br />maintain complex network infrastructures in support of today's information dependent <br />applications. Our technical experts assess, design, implement, and manage IT infrastructure <br />solutions that provide consolidated environments that support critical data flows over multiple <br />networks. <br />The GTSI Focused Partner Program is a direct result of our experience in providing IT solutions <br />to the government for more than 27 years. To provide total IT solutions, we have formed <br />partnerships with product vendors and professional services providers that meet exacting criteria <br />in providing the best support to our clients. We engage partners that share the GTSI vision to <br />provide products, services, and complete solutions who not only understand our client's <br />missions, but the regulations, qualifications, clearances, budgets, deadlines, and metrics behind <br />them as well. <br />For this effort, GTSI is teamed with Willdan Homeland Solutions, (herein called "the GTSI <br />Team") to provide the subject matter expertise required for this effort. <br />2 DESCRIPTION OF WORK <br />2.1 Project Overview <br />The California State Interoperability Executive Committee (CaISIEC) Southern Planning Area <br />(SPA) identified its vision within the Ca1SIEC SPA Strategic Plan as the following: <br />"To ensure communications operability and interoperability for all public safety partners <br />within the Southern Planning Area and to support multi -agency and multi -discipline <br />responses to emergency situations based on local input and collaboration in order to <br />meet regional, state and national communications goals. " <br />During the last two Interoperable Emergency Communications Grant Program (IECGP) cycles, <br />two important SPA projects have been completed. With the completion of SPA I and SPA II, <br />significant progress toward meeting the National Emergency Communications Plan (NECP) <br />Goals 1 through 3 with its associated milestones and several California State Communications <br />Interoperability Plan (CaISCIP) goals have been completed and significant benefits to all <br />operational areas have been realized. For example, the completion of a "formal" SPA charter and <br />governance structure will provide the SPA with a basis on which to conduct business to meet <br />both the vision and the mission of the SPA, a Strategic Plan was developed, all Operational Area <br />and Urban Area Security Initiative Regions Tactical Interoperable Communications Plans (TIC <br />1WM <br />GTS/ Confidential and Proprietary.
