Building upon the work accomplished during SPA I and SPA II, SPA III will include a continuation of this work with additional new initiatives which will enable the SPA to further meet the goals and objectives of the NECP, the CaISCIP and the CaISIEC SPA Strategic Plan developed during SPA II. SPA III will build upon and complement previous projects; further relationships between the SPA and the Operational Areas; continue to strengthen communications interoperability in and within the SPA membership; and enhance communications readiness and preparedness throughout the region. The tasks outlined within this proposal will continue to align the SPA with the NECP and CaISCIP priorities, goals, and objectives and more importantly help fulfill the locally identified needs which are listed in the CalSIEC SPA Strategic Plan for improving communications interoperability. Each task outlined below helps ensure that the SPA achieves total compliance with the NECP, the CaISCIP and the Ca1SIEC SPA Strategic Plan and achieves the highest level of communications in accordance with the SAFECOM Interoperability Continuum. Each task is identified as follows: • Provision of a SPA Executive Coordinator • Complete Operational Area IFOGs to include cities with a population under 100,000 • Conduct interoperability communications training utilizing the courses developed during SPA I1 and identified below: o Law Enforcement Communications Interoperability Field User Course o Law Enforcement Communications Interoperability Dispatch Course o Fire/EMS Communications Interoperability Field User Course o Fire/EMS Communications Interoperability Dispatch Course o Non -Public Safety Communications Interoperability Course o Advanced Communications Interoperability Course o Communications Interoperability Instructor Certification Course • NECP Goal 2 Compliance • Interoperable Communications Capability Baseline Report • Narrowband Evaluation Report • Narrowband Technical Support • Update TIC Plans 2.2 Project Management Project Management activities will run the duration of the performance period which is two years. The GTSI Team will create and confirm with the SPA's Project Team a Project Management Plan (PMP) that includes a Project Charter, Scope, Governance Model, Deliverable Schedule, Risk Management Plan, Change Management Plan, Communications Plan and Project and Financial Reporting Plan. The completion of the PMP is critical to creating a well developed schedule and ensuring mutual understanding, communications and acceptance. The PMP will be -3- GTS! Confidential and Proprietary.
