GTSI-11-13308 0.0 <br />Plans) were written or updated, seven communications interoperability training courses have <br />been developed and Operational Area Interoperable Field Operations Guides (IFOGs) are being <br />developed to name only a few. <br />Building upon the work accomplished during SPA I and SPA II, SPA III will include a <br />continuation of this work with additional new initiatives which will enable the SPA to further <br />meet the goals and objectives of the NECP, the CaISCIP and the CaISIEC SPA Strategic Plan <br />developed during SPA II. SPA III will build upon and complement previous projects; further <br />relationships between the SPA and the Operational Areas; continue to strengthen <br />communications interoperability in and within the SPA membership; and enhance <br />communications readiness and preparedness throughout the region. <br />The tasks outlined within this proposal will continue to align the SPA with the NECP and <br />CaISCIP priorities, goals, and objectives and more importantly help fulfill the locally identified <br />needs which are listed in the CalSIEC SPA Strategic Plan for improving communications <br />interoperability. Each task outlined below helps ensure that the SPA achieves total compliance <br />with the NECP, the CaISCIP and the Ca1SIEC SPA Strategic Plan and achieves the highest level <br />of communications in accordance with the SAFECOM Interoperability Continuum. Each task is <br />identified as follows: <br />• Provision of a SPA Executive Coordinator <br />• Complete Operational Area IFOGs to include cities with a population under 100,000 <br />• Conduct interoperability communications training utilizing the courses developed during <br />SPA I1 and identified below: <br />o Law Enforcement Communications Interoperability Field User Course <br />o Law Enforcement Communications Interoperability Dispatch Course <br />o Fire/EMS Communications Interoperability Field User Course <br />o Fire/EMS Communications Interoperability Dispatch Course <br />o Non -Public Safety Communications Interoperability Course <br />o Advanced Communications Interoperability Course <br />o Communications Interoperability Instructor Certification Course <br />• NECP Goal 2 Compliance <br />• Interoperable Communications Capability Baseline Report <br />• Narrowband Evaluation Report <br />• Narrowband Technical Support <br />• Update TIC Plans <br />2.2 Project Management <br />Project Management activities will run the duration of the performance period which is two <br />years. The GTSI Team will create and confirm with the SPA's Project Team a Project <br />Management Plan (PMP) that includes a Project Charter, Scope, Governance Model, Deliverable <br />Schedule, Risk Management Plan, Change Management Plan, Communications Plan and Project <br />and Financial Reporting Plan. The completion of the PMP is critical to creating a well developed <br />schedule and ensuring mutual understanding, communications and acceptance. The PMP will be <br />-3- <br />GTS!
