GTSI-11-13308 0.0 <br />2.9.4 Task 4 <br />The GTSI Team will conduct an assessment of the TIC Plans utilizing information from the <br />document review and current system and usage information in Task 2 and Task 4 respectively in <br />order to determine where gaps in information exist and where information updates are required. <br />The GTSI Team experience with current requirements and how they map to previous versions of <br />the TIC Plans is valuable in providing the Operational Areas with the best possible TIC Plan that <br />is compliant with current local, regional, State, and Federal policy, protocols, or procedures. <br />During this task, Operational Area Governance will be validated to ensure the current <br />governance structure is reflected in the update to the TIC Plan. <br />2.9.5 Task 5 <br />Based on the assessment and gap analysis and utilizing all available information, the GTSI Team <br />will draft the initial update to the TIC Plan. Upon completion of the update, the GTSI Team will <br />conduct a detailed internal subject matter expert review of the document in order to ensure that it <br />meets operational needs, accurately reflects current systems information, usage, and best <br />practices, and that it meets the requirements established by the CaISCIP, NECP, <br />USDHS/SAFECOMM and UASI Region and Operational Area requirements. We will then <br />conduct a meeting with each UASI Region and Operational Area in order to review the draft TIC <br />Plan, collect and prioritize comments and recommendations, and incorporate appropriate changes <br />into the TIC Plan. <br />2.9.6 Task 6 <br />Based on all comments and recommendations received from UASI Region and Operational Area <br />reviews, the final TIC Plan will be completed and delivered to the respective UASI Regions and <br />Operational Areas for acceptance. The GTSI Team will meet with key UASI Region and <br />Operational Area representatives to deliver the final TIC Plan. The GTSI Team will point out the <br />major revisions and updates to the TIC Plan, key areas that affect interoperability and those areas <br />where future actions are required. <br />The completion and acceptance of the respective TIC Plans by each UASI Region and <br />Operational Area will complete Deliverable # 26 - Tactical Interoperability Plan Update. <br />2.10 IECGP Grant Management Support <br />The GTSI Team will provide IECGP grant management personnel to assist in the management <br />and administration of the IECGP Grant. The City of Santa Ana on behalf of the Santa Ana Police <br />Department in its capacity as the Grant Administrator for the Southern Planning Area (SPA) <br />IECGP Grant has received and accepted a grant from the federal Department of Homeland <br />Security, Office of Domestic Preparedness, through the State of California, Office of Homeland <br />Security, to enhance countywide communications interoperability. In support of the City of Santa <br />Ana's IECGP grant management support activities, provide the following professional services: <br />Provide one staff member with grant's management experience to work 25 hours/per <br />week onsite with the City of Santa Ana Police Department, Homeland Security Bureau <br />-18- <br />GTS!
