GTSI-11-13308 0.0 <br />• National Interoperability Field Operations Guide (NIFOG) and California Interoperability <br />Field Operations Guides (Cal IFOG), both of which were published subsequent to the <br />publishing of the current TIC Plans <br />• City/County communications Standard Operations Plans <br />• Existing fleetmaps and channel plans for interoperability talk groups and channel <br />assignments <br />• Mutual Aid Plans and Memoranda of Understanding (MOUS) <br />• Emergency Operations Plans <br />• Current State and Federal guidelines (CaISCIP, NECP, etc.) <br />• Current systems documentation that may impact or influence the development of the <br />updated TICP <br />• Interoperable Communications Technical Assistance Program (ICTAP), and National and <br />State best practices and procedures. <br />The focus will be on every aspect of the current environment, particularly anything that would <br />have changed since the current TICP was published. Since the current TIC Plans were published <br />in the new USDHS/SAFECOM 2009 format, there should be no need for conversion to the new <br />format. <br />2.9.3 Task 3 <br />The GTSI Team will document the communication systems currently in use through outreach <br />meetings, interviews and questionnaires; document how and to what level those systems may <br />have changed since the previous TIC Plan; how they are used both operationally and technically <br />and how that may have impacted the rules of use identified in the current TIC Plan; <br />narrowbanding implementation; and map current systems and usage against <br />USDHS/SAFECOM, Ca1SCIP, NECP, and California Department of Emergency Management <br />(DEM) communications interoperability guidelines for TIC Plan content. The following specific <br />information will be validate and/or updated: <br />• Capabilities/Resources — Changes or additions to the communications systems to include <br />additional equipment such as implementation of a new communications system, radio <br />caches, Mobile Communications (Command) Units, etc. <br />• Interoperability Policies and Procedures — Changes in interoperability procedures and <br />protocols, to include rules of use, equipment requests (such as request for radio caches <br />and Mobile Communications Units), problem identification and resolution, and copies of <br />Mutual Aid Agreements and MOUS that impact interoperability. <br />• Points of Contact — Information from all participating agencies signatory to the TIC Plan <br />will be gathered and updated. <br />• Updates to reflect narrowbanding implementation <br />• Data will be collected to support the population of the CASM database as well as the TIC <br />Plan. <br />-17- <br />GTS/ Confidential and Proprietary.
