1.0 DEFINITIONS <br />The following words as used in this RFP shall be understood to refer respectively to: <br />Word in RFP <br />Definition <br />"City" <br />The City of Santa Ana, California <br />"Department" <br />The several departments and agencies therein <br />"Vendor" <br />The agreement is made by said City with the agent or legal <br />representative who may be appointed to represent such <br />person, firm or corporation in the signing and performance <br />of said agreement. <br />"Proposer" <br />The person, firm or corporation who is responding to this <br />request for proposal. <br />"OEM" <br />Original Equipment Manufacturer. <br />"Certified" <br />One who has successfully completed formal NEC training and <br />has received a certificate on alf of the City's NEC equipment <br />as well as on the CENTIGRAM 640 Voicemail System and TIE <br />Paragon 6/16 Key Systems. <br />"Minor Repair" <br />A repair that is isolated to a single telephone instrument or <br />extension. <br />"MAC" <br />Anon- maintenance Move, Addition or Change to the <br />telecommunications infrastructure. <br />"Normal Working Hours" <br />8:00 A.M. to 5 P.M. <br />"Major System Failure" <br />Refers to either of the following: <br />• The general inability of a sys_ tem to receive or make <br />outgoing calls <br />• A majority of either the Central Office or "Tie" trunks <br />(OPX's, T -1 circuits) are inoperative <br />• More than 20% of either the stations or terminals on any <br />one telephone or voicemail system are inoperative <br />• Any outage to a system directly supporting public safety <br />2.0 STATEMENT OF OBJECTIVES FOR SERVICES AND PRODUCTS SOUGHT <br />The City of Santa Ana is soliciting proposals from qualified Vendors to provide the City with a <br />maintenance agreement for its telephone system network. To this end, the City seeks Vendors <br />who are able to meet the qualifications set forth herein and can show themselves qualified to <br />complete the scope of work. <br />3.0 OVERVIEW OF THE CITY'S TELECOMMUNICATIONS INFRASTRUCTURE <br />The City of Santa Ana's Telephone system network currently serves 35 operating locations <br />through an AT8cT network configuration of local, T -1 and OPX lines. The existing <br />telecommunications infrastructure consists of the following 29 telecommunications systems: <br />
