1. Demonstrate how the program will include targeted youth groups: The Orange County <br />Conservation Corps recruits and serves the neediest youth population that the Santa Ana Youth Council <br />is committed to serving as identified by the DOL/ETA New Strategic Vision for the Delivery of Youth <br />Services Under the Workforce Investment Act ; out-of school youth who are primarily high school <br />dropouts, youth who are or have been homeless and/or runaways, in foster care, are court involved, <br />and had incarcerated parents <br />2. Demonstrate how the program will include targeted projects: The Orange County Conservation <br />Corps administers an employment, education and training program and enrolls youth/young adults from <br />throughout Orange County. The youth/young adults enrolled in the Corp are designated as <br />Corpsmembers. As a part of their training, Corpsmembers are placed in work experience training for on- <br />the-job training, and they are paid for the work they do. These paid work experience placements have <br />been developed by the OCCC staff to assist local cities, county agencies, and other nonprofit agencies <br />with their conservation needs. The Orange County Conservation Corps work projects are <br />environmentally-based and benefit the community. <br />D. Program Design (Flow) <br />1. Describe how the participant flow will occur. Describe how program will enroll 75% of the youth enrollment goal by the end of the second <br />quarter of the program year. The Orange County Conservation Corps will recruit and enroll 23 WIA <br />eligible participants before the end of the second quarter of the program year. The remaining 23 youth <br />will be enrolled before the end of the third quarter of the program year. Under this plan the Corps will <br />have recruited and served 75% of the youth by the end of the second quarter, allowing sufficient time <br />for youth to be served during the program year. <br />3. Describe how services will be made easily accessible to youth in Santa Ana. To help maintain <br />consistent attendance, the Corps provides multiple pick-up points throughout the county, including 2 in <br />Santa Ana, using OCCC passenger vans. In addition, both daily and monthly bus passes are made <br />available to corpsmembers at our main facility; and carpooling is encouraged. <br />4. Describe the overall services that will be made available to the WIA participant. <br />EDUCATION <br />• Individual education goals (high school diploma and/or post-secondary instruction) <br />• Study skills; tutoring; secondary school instruction; dropout prevention strategies; <br />• Basic skills remediation; <br />• Literacy and numeracy gains; <br />• California High School Exit Exam; tutoring, preparation and administration; <br />• John Muir Charter School attendance & participation; earn high school diploma; <br />• Field-based learning activities to incorporate field work projects with the classroom; <br />6 <br />Exhibit A
