2. Describe how you will monitor program activity and manage for performance. The Orange <br />County Conservation Corps' Program Specialist will monitor each participant's work, educational, and <br />career development. Program Specialist will meet with the Crew Supervisor weekly and as needed to <br />discuss participant's performance and or to identify potential problems. Program Specialist will visit <br />participant's work crew at least once a month to show support and encouragement. During these on- <br />site work crew visits, the Program Specialist will also have the opportunity to work with the participant <br />on their ISS. The Program Specialist will also meet with the participant's teacher at least once a month <br />to review and discuss participant's academic performance. If participant is found to be basic skill <br />deficient and involved in ongoing tutoring sessions, the Program Specialist will meet with the tutor <br />monthly to identify the participant's progress towards improving their basic skill levels. For participants <br />who are high school graduates and enrolled into the OCCC Corps-2-Career class, the Program <br />Specialist will ensure that the participant is making progress towards completing all required <br />components. For participants who are lacking in any of the above components, the Program Specialist <br />and appropriate staff will meet to discuss and strategize a plan to help participants succeed. To <br />motivate and encourage participants to complete various components, the Corps will use <br />incentives/bonus plan which consist of quarterly merit raises, promotions, and quarterly recognition <br />events. The following policies have been implemented for program year 2010-2011 as tools in the <br />management of performance: <br />3. Describe how program will deliver academic assistance to raise the skill level of youth who are <br />basic skill deficient. The Orange County Conservation Corps will use a standardized tests (i.e., TABE, <br />STAR) to determine basic math and reading skill levels. All WIA participants enrolled into the John Muir <br />Charter School will be issued the California High School Exit Exam (CAHSEE). The test monitors progress <br />towards meeting the high school exit criteria, academic progress, and literacy and numeracy gains which <br />are required by the charter school. If students fail the CAHSEE test, they will be required to attend <br />tutoring sessions once a week with a John Muir Charter School Staff and register with an online program <br />(Skill Tutor) which allows students to self tutor and improve math and reading skill levels. <br />WIA Corpsmembers will meet daily with certificated teachers for a total of ten hours per week of in-class <br />instruction and tutoring to deliver academic assistance to raise the skill level of basic <br />skills deficient youth. The Orange County Conservation Corps' John Muir Charter School delivers its <br />academic instruction knowing that most WIA corpsmembers' basic academic skills are below the 8th <br />grade. In addition to classroom instruction, other assistance provided may be: field based, on-line, <br />individual, small/large group, crew-based, demonstrations, lectures, guest speakers, and research. <br />4. Describe how program will assist participants in receiving an accredited certificate of <br />completion, diploma, or credential. The Orange County Conservation Corps WA Corpsmembers may <br />receive several certificates of completion or accomplishment for participation as follows: <br />• AmeriCorps Education Award (scholarship); <br />• Forklift, Chainsaw, Red Cross CPR/First Aid Certifications; <br />• Corpsmember Incentive Plan awards include a certificate plus a cash bonus. <br />• California high school diploma; a high school diploma is a state-recognized certificate that can count <br />in the WIA credential rate. <br />• Other certificates come internally from the OCCC and are not necessarily state recognized. <br />5. Describe how program will assist participants in attaining unsubsidized employment or enter <br />post-secondary education. The Carps-2-Career class will help participants to explore future <br />employment, career and educational opportunities. The Orange County Conservation Corps will provide <br />follow-up services to ensure participants are working towards higher employment earnings and <br />employment retention services in a variety of venues and settings throughout the county. <br />6. How will continuous improvement be measured and conducted? The Orange County <br />Conservation Corps is committed to continuous improvement and will utilize <br />Exhibit A
