and Lincoln Avenue) <br />Widening projects (Bristol Street, Grand Avenue) <br />Harbor Mixed Use Transit Corridor Plan <br />TASK 3: PUBLIC OUTREACH <br />Objective: To create and implement a comprehensive Public Outreach Program that <br />involves the community in the process of developing a Complete Streets vision for Santa <br />Ana through the application of creative strategies and ideas. <br />Key Issues: The public involvement process is a critical component of the overall <br />process to develop the Circulation Element and ensure that the goals and policies <br />reflect the interests and desires of the community. The diversity of Santa Ana's <br />population makes an effective and creative public outreach program both critical and <br />challenging for this project. The IBI team will employ a variety of strategies, building <br />on the National Complete Streets Coalition Workshop and the project website as a <br />starting point for the outreach effort. <br />Approach: The Public Outreach Program will begin with the establishment of the <br />outreach baseline, including key contacts, a database of interested stakeholders and <br />community members, and the development of an action plan for the outreach <br />process. Coordination with the ongoing Fixed Guideway and Harbor Boulevard <br />outreach efforts will be essential. Both projects provide the opportunity for the <br />Circulation Element to build on complete street and multi-modal transportation <br />concepts that will be communicated to the public through these forums. The project <br />team's direct involvement in the Harbor Boulevard outreach process will be <br />invaluable and provide us with a head start on the Circulation Element outreach <br />effort. <br />The primary elements of the menu of options for the Public Outreach Program will <br />include the following: <br />Community Workshops - Community workshops (up to 4) would held at <br />strategic Intervals during the project schedule to solicit input from the <br />community early in the project process and then receive more detailed <br />feedback as the development of the Circulation Element, the Complete <br />Streets vision, and the goals and policies are more advanced. <br />4 <br />25A-14
