Our team has a <br />keen understanding of these projects and their potential impacts and benefits on mobility <br />within the city. We will apply this understanding in the analysis and work with the city to <br />identify additional projects, policies, and goals that can be identified and incorporated <br />into the Circulation Element to further promote transit services. <br />Approach: A well-defined and well-developed transit system is an essential part of <br />providing any community with access to the greatest range of transportation modes <br />and choices. Within Santa Ana, the provision of transit services is even more <br />important given the transit-dependency of a substantial portion of the city's residents <br />and the pressures that the city faces from regional traffic generated in neighboring <br />cities that is either destined for Santa Ana or passes through Santa Ana due to its <br />central location within the county. <br />The development of goals and policies related to transit services will build on the <br />work that the city has already undertaken or completed as part of the Santa Ana <br />Transit Vision project, the Fixed Guideway project, and the SARTC Master Plan. <br />The objective of the planning process and policy development effort will be the <br />definition of an integrated and coordinated menu of transit services within the city that <br />will serve the city's residents and provide a viable transportation resource for travel <br />throughout the city and to and from adjacent jurisdictions. <br />TASK 7: DEVELOP GOALS AND POLICIES <br />Objective: To communicate and document the policies and goals of the General <br />Plan Circulation Element. <br />Key Issues: With the previous update of the circulation element occurring more <br />than 10 years ago, the policies and goals should receive a substantial amount of <br />attention to ensure that they appropriately reflect the city's current goals, and <br />incorporate the requirements and guidelines placed on the city by regional and state <br />mandates, including Measure M2, the Complete Streets Act, and Senate Bill 375. <br />Approach: The IBI team understands the importance of this task and its role as a <br />point of emphasis in both the technical work and community outreach work. <br />Our approach to the development of the Circulation Element goals and policies will <br />9 <br />25A-19
