Only the
According to Orange County HomeAid 2008 statistics, approximately 24,000 parents and their children are
homeless in Orange County on any given night, and there were more than 35,000 episodes of homelessness in
the County.
The purpose of SAHLOP is to provide the growing Santa Ana homeless population with access to LASOC
services; the goal of the project is to reach all Santa Ana homeless and remove any barriers that may prevent
them from obtaining legal services. Generally, people who need legal services must call the LASOC Hotline.
However, many homeless people in need of legal services are not able to call LASOC's Hotline because they
either have no telephone, or they have a disability which prevents them from connecting with LASOC this way.
Due to these accessibility issues, SAHLOP will send legal staff physically into the community to directly reach
the homeless in Santa Ana. Outreach and client intake will be done at Mental Health Association (MHA) and
Homeless Court.
SAHLOP will also provide indirect services to homeless individuals and families, or those at risk of becoming
homeless, by referring them to partnering agencies that provide essential services. Such referrals include food,
housing, psychological /medical treatment, employment counseling and /or job training. Also, SAHLOP will
provide training to staff of agencies where the homeless usually go for assistance, to help them identify potential
legal issues faced by homeless people; in turn, those agencies can provide immediate referral to SAHLOP.
Schedule of Performance
Estimate the number of unduplicated Santa Ana residents to be served by the funded program during the 12 -month
contract period per quarter.
