Key Issues: The development of bicycle and pedestrian plans cannot be distilled into <br />a "one size fits all" approach, but rather, the process is based upon our understanding of <br />the City of Santa Ana's needs, and our experience with successfully completing other <br />bicycle /pedestrian master plans concurrent with Circulation Element Updates. <br />Approach: Becoming a truly pedestrian- and bicycle- friendly community requires a <br />multi- faceted approach, including strategies beyond traditional engineering and <br />infrastructure projects. We strongly believe that Santa Ana could greatly benefit from <br />a well- balanced non - motorized improvement plan, and will provide strategies to <br />address education, encouragement, enforcement, and evaluation. <br />The development of the Bicycle and Pedestrian Master Plans will begin with a field <br />review of the City to tour existing routes by bicycle and foot with stakeholders, including <br />City Staff, advocacy groups, or the community. Field investigations will be documented <br />using field notes, taking field measurements, and using digital photography. This will <br />help evaluate the setting and land use patterns in Santa Ana, identify system <br />opportunities and constraints, and record site - specific information such as level of use, <br />facility condition, and key gaps or obstacles. The IBI team will prepare GIS basemaps <br />depicting Santa Ana's existing bikeway and walkway systems. <br />The adequacy of existing facilities will be evaluated based on the following criteria: <br />• Safety <br />• Connectivity <br />• Completeness of network <br />• Accessibility <br />• Convenience <br />• Ability to serve the needs of different types users <br />The IBI team will develop specific projections on existing and future daily bicycle and <br />pedestrian trips for use in air quality and SAFETEA -LU funding applications, based on <br />Alta's Bicycle and Pedestrian Demand Model methodology, which has been accepted <br />throughout the country and is being used by FHWA. The IBI team will also evaluate <br />bicycle and pedestrian safety in two ways: (9) reviewing representative existing bicycle <br />education programs being offered in Santa Ana and surrounding areas, and <br />comparing these with other programs throughout the state and country, and (2) <br />reviewing available bicycle /pedestrian crash data. <br />The recommended system will be based on a comprehensive review and analysis of <br />7 <br />
