Mr_ Alvarez will assist fhe City's Public Works and Planning and Building <br />Agencies to develop a policy and implementation plan for Complete Streets. <br />Mr. Alvarez has extensive knowledge of the City's circulation system and <br />understands the challenging issues to maintain mobility as well sensitive <br />neighborhood concerns. He is well qualified to lead and assist the City. His <br />effective and positive working relationship with OCTA staff, which is critical to <br />implement the polices adopted by the City, is crucial to implement a <br />Complete Streets policy and to maintain eligibility for Measure M funding- <br />He will work closely with community stakeholders, city staff, and make certain <br />the study efforts are coordinated with OCTA. His knowledge of Complete <br />Streets, the City's circulation system, and understanding of neighborhood <br />issues is most valuable to for completion of the project- <br />Task C: Grade Separation Study <br />The City of Santa Ana currently has three grade separation studies <br />underway- Both the Seventeenth Street and Grand Avenue studies are to <br />prepare a Project Study Report. OCTA is the lead agency for both of these <br />studies- The City of Santa Ana is the lead agency to prepare a project and <br />environmental report for the Santa Ana Boulevard project- Mr. Alvarez will <br />review all three studies relating to right of way acquisition, cost estimates, <br />traffic impacts during construction, and feasibility of preferred alignment- <br />Project studies will be coordinated with OCTA to provide a productive and <br />positive working relationship. <br />Task D: Fixed Guideway <br />Currently, technical studies are being prepared to select a preferred <br />alignment and to release a draft environmental document in spring 2012. Mr. <br />Alvarez, who has been involved with this project from the beginning, brings a <br />wealth of knowledge and experience to the City. <br />He will provide oversight and direction to move forward to the next task which <br />is preliminary engineering. He will review all technical studies involving <br />traffic, right of way acquisition, utility relocation, costs, schedule, and <br />community impacts. His relationship with the Transit Program Manager and <br />the team of consultants will continue to be positive and effective to make this <br />project a reality.
