ATTACHMENT A 2011-DJ-BX-2532 <br />Multi-Agency Funding: <br />In a collaborative effort to benefit the County of Orange, the sixteen units of local government involved in <br />this grant application have agreed to utilize $36,749 (approximately 6%) of the total funding to <br />supplement the multi jurisdictional Orange County Pro-Active Methamphetamine Laboratory <br />Investigative Team, hereafter referred to as PROACT. <br />Program Narrative: <br />Outline the Proposed program activities - <br />Methamphetamine is the primary drug investigated by local, state, and federal law enforcement agencies <br />within the boundaries of Orange County. Successful clandestine methamphetamine laboratory <br />investigations require acquired expertise and are extremely time consuming and labor intensive. Local <br />law enforcement agencies do not have the resources, specialized training, or safety equipment necessary <br />to conduct the specialized investigations required to combat these types of operations. The labs <br />themselves are toxic and explosive in nature. Children of clandestine laboratory operators and meth users <br />are often forced to live in an environment of toxic chemicals with lasting effects on their overall physical <br />and mental health. PROACT will investigate all clan lab incidents within Orange County while <br />maintaining a close liaison with local agencies. These agencies will forward intelligence to PROACT for <br />review, evaluation, and subsequent enforcement action. <br />PROACT will integrate city law enforcement agencies, the Sheriff's Department, the District Attorney's <br />Office, the Bureau of Narcotic Enforcement, the Probation Department, as well as Child Protective <br />Services to conduct criminal investigations of clandestine methamphetamine laboratory operators, <br />suppliers, and traffickers. <br />PROACT personnel will initiate investigations, conduct covert surveillances, conduct parole and <br />probation searches, execute search warrants, and arrest criminal perpetrators. PROACT distinctively <br />focuses on disrupting and eliminating individuals and criminal cells responsible for providing both the <br />precursor and essential chemicals that are required to manufacture methamphetamine. hi essence <br />PROACT functions as the sole and highly unique "proactive" effort against the entire clandestine <br />methamphetamine laboratory hierarchy, within and having a nexus to Orange County. <br />Provide a brief Analysis of the need for the programs - <br />Precursor chemical smurfing has emerged as the preeminent source of pseudoephedrine for <br />methamphetamine production in the Southwest Region. Recent law enforcement investigations in <br />California suggest that organized precursor chemical smurfing organizations are supplying large <br />quantities of pseudoephedrine to methamphetamine laboratory operators. These operations are composed <br />of numerous individuals who make multiple purchases of products containing pseudoephedrine from <br />pharmacies, drug stores, and retail outlets. These products are then sold to chemical precursor brokers <br />who sell them directly to methamphetamine laboratory operators. The success of drug market disruption <br />is due in large part to the tireless work of state and local law enforcement agencies and the task forces <br />they comprise. Any diminishment of law enforcement pressure will enable these criminal groups in <br />California to resurge resulting in the production and distribution of higher purity ice methamphetamine. <br />According to state and local law enforcement agencies, the threat associated with methamphetamine <br />trafficking and abuse exceeds any other drug. <br />Methamphetamine-related criminal activity has increased concurrently with the rise in the overall threat <br />posed by the trafficking and abuse of the drug.
