ATTACHMENT A 2011-DJ-BX-2532 <br />methamphetamine has been devastatuig to many cities and rural counties throughout the country. State <br />and local law enforcement agencies identify methamphetamine as the drug that most contributes to <br />violent crime. <br />Methamphetamine critical incidents occurring in Orange County have and continue to represent the <br />majority of all narcotic incidents occurring within the county. <br />Goal: <br />The goal of the PROACT Task Force is to pro-actively seek out and eradicate all clandestine <br />methamphetamine labs and methamphetamine in Orange County, thus providing a safer community for <br />the residents, employees and visitors within the County. The objectives of the PROACT Task Force are <br />to reduce the availability of methamphetamine in Orange County, improve public safety in Orange <br />County by eradicating hazardous clandestine methamphetamine labs, and identify, disrupt and arrest <br />suppliers of methamphetamine precursor and essential chemicals <br />Strategies to be used for project: <br />PROACT Task Force personnel will initiate investigations, conduct covert surveillances, conduct parole <br />and probation searches, execute search warrants, and arrest criminal perpetrators. PROACT has and will <br />continue to distinctively focus on disrupting and eliminatuig individuals and criminal cells responsible for <br />providing both the precursor and essential chemicals that are required to manufacture methamphetamine. <br />PROACT will continue to utilize innovative investigative techniques in an attempt to identify and <br />apprehend methamphetamine clandestine laboratory violators. Examples of techniques used include; <br />reverse stings of lab apparatus and essential chemicals; use of GPS tracking devices; pursuing electronic <br />eavesdropping investigations, pursuing internet chemical sources, as well as continuing to assist and enter <br />into partnerships with Orange County law enforcement agencies at all levels of pro-active investigations. <br />PROACT will will continue to maintain an ongoing training profile in an attempt to stay current with all <br />progressive case law and new investigative techniques, as well as new safety procedures. <br />Finally, the PROACT Task Force subscribes to the philosophy that the very existence of <br />methamphetamine laboratories boils down to a three-pronged cycle (Facilitation, Manufacturing and <br />Distribution). Utilizing this philosophy, PROACT continues to focus on disrupting each of these prongs. <br />A significant focus has been placed on the disruption of pseudoephedrine suppliers, particularly <br />"smurfers" and brokers by prosecuting them in federal court, thereby reducing the amount of precursor <br />chemicals available to methamphetamine laboratory operators, and ultimately the methamphetamine <br />supply in Orange County. <br />Proiect identifiers: See JAG Identifiers (attached) <br />Meth labs <br />Funding: <br />TOTAL PROACT ALLOCATION (6.06%): $36,749 <br />2011-DJ-BX-2532 <br />Page 3 of 38 <br />20A-11
