(Betancourt <br />opposed, Covington and Lewis absent). <br />DzscusszoN <br />On February 18, 1999 the Department of Housing & Urban Development (HUD} <br />published an interim rule implementing Section 511 of the Quality Housing <br />& Work Responsibility Act of 1998. Section 511 introduced the <br />requirement for public housing agencies to prepare a Five-Year Plan and <br />an Annual Plan (attached as Exhibit 1}. <br />Through these plans the Santa Ana Housing Authority will. advise HUD, its <br />program participants, and members of the public of its mission and <br />strategy to serve the needs of very-low-income families. <br />The Five-Year Plan describes the Housing Authority's mission, goals and <br />objectives over the next five years. The Annual Plan provides detail <br />about the Housing Authority's current operations, program participants, <br />programs and services for the upcoming year as well as any operational or <br />tenant concerns. <br />Both planning documents (the Five-Year and the Annual Plan) require the <br />Housing Authority to review its existing operations and needs. As part <br />of this process, the Housing Authority is mandated to develop a Tenant <br />Advisory Board. The function of this Board is to assist the Housing <br />Authority in evaluating the needs of program participants as well as make <br />comments to the Five-Year and Annual Plans. <br />t~ <br />
