BENDER READY-MIX CONCRETE MANUFACTURING PROJECT <br />Initial Study/Mitigated Negative Declaration <br />(a) Acid manufacturing. <br />' (b) Junkyards, automobile wrecking yards and salvage yards, and impound yards. <br />(c) Cement, lime, gypsum or plaster of paris manufacture. <br />(d) Fertilizer manufacture...." <br />Under the conditionally-permitted use for "(c) Cement, lime, gypsum or plaster of pans manufacture," <br />the project is allowable within the M2 zone but is subject to a CUP. In addition, the City has determined <br />that a lot merger would be required to consolidate the two separate parcels underlying the site for <br />compliance with City and CUP regulations. <br />Thus, this Initial Study is intended to address impacts related to operation of the existing Bender <br />Ready-Mix facility in addition to any improvements that would be required by the City for issuance of a <br />CUP. The City anticipates that several improvements will be required in order for the project to meet <br />the requirements of the City of Santa Ana Municipal Code (Municipal Code). These new improvements <br />are described below within Section 2,5, Proiect Characteristics. <br />2.5 PROJECT CHARACTERISTICS <br />Existing conditions and operations at the Bender Ready-Mix facility are described in Section 2.2, <br />Environmental Setting. It is important to note that the project applicant does not propose to alter <br />operations or facilities at the site beyond what is required by the City to meet CUP and Municipal Code <br />requirements. These improvements focus on aesthetics, drainage/water quality and safety at and <br />surrounding the project site; refer to Exhibit 2-3, Proposed Improvements. As stated above, this Initial <br />Study analyzes impacts related to current concrete manufacturing operations at the site, in addition to <br />the following improvements: <br />Aesthetics <br />• Existing landscaped areas along the South Santa Fe Street frontage would be enhanced to <br />include clinging vines along the maintenance/office structure in addition to grass ground cover. <br />• Two existing Queen Palm trees along the street frontage would remain, while two of the three <br />existing Mexican Fan Palms would be removed. <br />• Three new landscaped areas along the western site boundary would be implemented. The <br />three areas would include clinging vines along adjacent walls, grass ground cover, shrubs, and <br />umbrella trees. <br />• The total amount of landscaped area on-site would be 2,323 square feet, which would slightly <br />exceed the City's requirement of 2,320 square feet. <br />' • The site would be improved to include a 10-foot high solid block wall on all sides. In several <br />areas this would require the removal of existing chain-link or wrought-iron fencing, or raising <br />the height of the existing 7-foot high block walls by 3 feet. <br />• Aesthetic screening (stucco over metal lath) would be implemented to hide roof-mounted <br />equipment (e.g., heating, ventilation, and air conditioning components) from surrounding uses. <br />• Existing signage facing South Santa Fe Street would be redesigned to meet City standards. <br />JULY 2011 2-5 PROJECT DESCRIPTION <br />31A-27
